تحلیل و ارزیابی مشارکت های مردمی در توسعه محله ای با استفاده از مدل تاپسیس(مطالعه موردی: منطقه 6 تهران)

همواره محله ها به عنوان کوچکترین واحد تقسیمات شهری و سلول های تشکیل دهنده بافت شهری در نظام برنامه ریزی شهری نقش خاصی را ایفا می کند . از آنجا که محلات در کنار همدیگر به شهر معنا و هویت می بخشند ،در بسیاری از شهرها با بحران ها و مشکلات محله ای روبه رو هستند. منطقه 6 شهر تهران نیز با دارا بودن ویژگی های نظیر قدمت منطقه ، موقعیت تجاری و مشکلات کالبدی و مدیریتی با معضلات متفاوتی روبه رو است و بنابراین رویکرد میزان مشارکت شهروندان در توسعه محله ها از جمله فرآیندهایی می باشد که می تواند تاثیرات بسزایی در رشد و بهبود وضعیت محله ها ایفا نماید .در این راستا پژوهش حاضر با روش توصیفیتحلیلی و کاربردی به تحلیل و ارزیابی مشارکت های مردمی در توسعه محله ای با استفاده از مدل topsis در منطقه 6 تهران پرداخته است . جامعه آماری تحقیق را صاحب نظران حوزه های جغرافیای سیاسی مدیریت شهری تشکیل می دهند که حجم نمونه تعداد 35 نفر مشخص گردید.در پژوهش حاضر ، پنج معیار، میزان مشارکت در اداره امور محله ، مشارکت در حفظ فضای سبز محله ، مشارکت در تصمیم گیری های شهری ، اطلاع رسانی مشکلات محله به مدیران و سطح توسعه یافتگی محله مورد بررسی شد . نتایج نشان داد نواحی 1 ، 2 و 6 از میزان مشارکت تقریبا یکسان و بالایی برخوردار می باشند و در این میان ناحیه 4 و سپس ناحیه 5 از کمترین میزان مشارکت در سطح منطقه 6 تهران برخوردار می باشند.

Analysis and Evaluation of Public Participation in Neighborhood Development Using Topsis Model (Case Study: District 6 of Tehran)

Neighborhoods, as the smallest unit of urban divisions and cells that form the urban fabric, always play a special role in the urban planning system. Because neighborhoods together give meaning and identity to the city, many cities today face neighborhood crises and problems. District 6 of Tehran, with its characteristics such as the age of the area, business situation and physical and managerial problems, is facing different problems, and therefore the approach of citizen participation in the development of neighborhoods is one of the processes that can have significant effects. Play in the growth and improvement of neighborhoods. In this regard, the present study uses descriptiveanalytical and applied methods to analyze and evaluate people’s participation in neighborhood development using the Topsis model in District 6 of Tehran. The statistical population of the present study consists of experts in the fields of political geography of urban management with a sample size of 35 people. In the present study, five criteria were examined: the level of participation in the management of neighborhood affairs, participation in maintaining the green space of the neighborhood, participation in urban decisions, informing the managers of neighborhood problems and the level of neighborhood development. The results showed that areas 1, 2 and 6 have almost the same and high participation rate and in the meantime, District 4 and then District 5 have the lowest level of participation in District 6 of Tehran.
