سازوکارهای جهانی با منطق ژئوپولیتیکی مقابله با تامین مالی تروریسم و جایگاه جمهوری اسلامی ایران

پدیده تروریسم یکی مهمترین تهدیدات برای صلح و امنیت بین المللی است. برخورد با این پدیده نیاز به یک استراتژی جامع و چند بعدی ملی و بین المللی دارد. در سطح بین المللی بویژه از سال 2001 تمهیدات جدی برای مقابله با تروریسم ذیل شورای امنیت سازمان ملل متحد اندیشیده شده است. رژیم بین المللی مقابله با تروریسم ملل متحد شامل مقابله با تامین مالی تروریسم، منع ارسال سلاح و منع تردد و تحرک تروریست ها می باشد. مقابله با تامین مالی تروریسم اهمیت ویژه ای در سازوکارهای بین المللی مقابله با تروریسم دارد. جمهوری اسلامی ایران هم در معرض تهدیدات جدی ناشی از تروریسم است و هم قربانی بزرگ اعمال تروریستی بوده است. از طرف دیگر اتهام به ایران در قالب حمایت از تروریسم صرفا در قالب روابط دوجانبه با معدودی قدرتهای بزرگ قرار داشته، از ماهیتی ابزاریسیاسی برخوردار بوده و نمی تواند و نباید مانع دیپلماسی فعال ایران در زمینه مقابله با تروریسم باشد. ایران از ابتدای ظهور و فراگیر شدن تروریسم در منطقه ، نقش مهمی در مقابله با آنها و همکاری با رژیم بین المللی مقابله با تروریسم و تامین مالی آن داشته است. فعالیت های ایران در زمینه مقابله با تامین مالی تروریسم در یک دهه گذشته بویژه ذیل همکاری با گروه ویژه اقدام مالی (fatf) تعریف می گردد. رژیم مقابله ای fatf بخش مهمی از رژیم مقابله ای شورای امنیت ملل متحد است. تصویب قانون مبارزه با تامین مالی تروریسم گام مهمی در جهت نهادینه ساختن مقابله با تامین مالی تروریسم از طریق سازوکارهای مبتنی بر قوانین داخلی بود. ارزیابی fatf از وضعیت ایران در ارتباط با تامین مالی تروریسم بیانگر جایگاه ایران در این خصوص چه از باب قوانین و مقررات و چه از باب فعالیت های عملیاتی میدانی می باشد. مدیریت شرایط و بهره گیری از وضعیت بسیار مناسب ایران در زمینه مقابله با تروریسم ایجاب می نماید که سازوکارهای بین المللی مقابله با تامین مالی تروریسم بر اساس قوانین داخلی اجرا شده و ظرفیت های آن در دیپلماسی و سیاست خارجی پویا برای کشور بدرستی مورد بهره برداری قرار گیرد.

Global mechanisms with geopolitical logic to counter the financing of terrorism and the position of the Islamic Republic of Iran

The phenomenon of terrorism is one of the most important threats to international peace and security. Dealing with this phenomenon requires a comprehensive and multidimensional national and international strategy. At the international level, especially since 2001, serious measures have been taken to combat terrorism under the auspices of the UN Security Council. The United Nations International CounterTerrorism Regime includes countering the financing of terrorism, banning the shipment of weapons, and banning the movement and movement of terrorists. Counterterrorism financing is of particular importance in international counterterrorism mechanisms. The Islamic Republic of Iran is both exposed to serious threats posed by terrorism and has been a major victim of terrorist acts. On the other hand, the accusation against Iran in the form of supporting terrorism is only in the form of bilateral relations with a few great powers, has an instrumentalpolitical nature and can not and should not hinder Iran’s active diplomacy in the field of counterterrorism. Since the emergence and spread of terrorism in the region, Iran has played an important role in countering them and cooperating with the international counterterrorism regime and financing it. Iran’s counterterrorism financing activities over the past decade have been defined in particular in cooperation with the Financial Action Task Force (FATF). The FATF is an important part of the UN Security Council. The passage of the AntiTerrorism Financing Law was an important step towards institutionalizing the fight against terrorist financing through mechanisms based on domestic law. The FATF’s assessment of the situation in Iran in relation to terrorist financing reflects Iran’s position in this regard, both in terms of laws and regulations and in terms of field operations. Managing the situation and taking advantage of Iran’s excellent counterterrorism situation requires that international counterterrorism financing mechanisms be implemented in accordance with domestic law and that its capacities in dynamic diplomacy and foreign policy be properly exploited for the country.
