مدیریت و برنامه ریزی توسعه پایدار بافت‌های شهری؛ مطالعه موردی شهر خرم دره

بازآفرینی شهری یکی از مهمترین استراتژی ها برای نشان دادن محرومیت و روال درون شهر است. بازآفرینی شهری فرآیندی است که به خلق فضاهای شهری جدید با حفظ ویژگی های اصلی فضایی( کالبدی و فعالیتی) منجر می گردد. به بیان دیگر بازآفرینی شهری، عبارت است از دید جامع و یکپارچه به مجموعه اقداماتی که به حل مسائل شهری بی انجامد، به طوی که بهبود دائمی در شرایط اقتصادی، کالبدی و زیست محیطی بافتی که دستخوش تغییر شده را به وجود آورد. هدف اصلی این مقاله عبارت است از مدیریت و برنامه ریزی توسعه پایدار بافت های شهری شهر خرم دره است. سوال اصلی مقاله این است که آیا  بازآفرینی شهری بر توسعه پایدار شهری خرو دره تاثیر دارد؟ روش این مقاله توصیفی تحلیلی است. نتایج مقاله نشان می دهد که توسعه پایدار نیازمند اقتصاد با ثبات و نظام اجتماعی است که در برابر شوک ها مقاومت کند و امکانات رفاهی را برای نسل های آینده تضمین نماید، عواملی مانند تورم، انحصارگرایی، فقر و آلودگی محیط زیست نشانگر عدم بهره برداری صحیح از منابع طبیعی و اقتصادی و محرومیت قشر وسیعی از آحاد جامعه از منافع حاصله می باشد که حاکی از فقدان فرصت های برابر و وجود ناآزادی های استفاده همگان از امکانات موجود است که به نابرابری ها دامن زده و سبب توسعه نیافتگی می شود. مطابق با یافته های بدست آمده از تحقیق حاضر، در شهر خرم دره  وضعیت اقتصادی در حد متوسط است و بیشتر مردم با مشاغلی چون کارمندی ، کارگری و کشاورزی اینگونه اظهار نظر می کنند که؛ وضعیت اقتصادی شهرشان تابعی از اقتصاد کلان کشور است. کشاورزان نیز به عنوان قشری مهم و تولید کننده معیشت خود را وابسته به برنامه ها و سیاست های دولت دانسته اند. البته نباید از این نکته غافل بود که در چند سال اخیر خیل جوانان بیکار و تحصیلکرده از وضعیت خود ناراضی بوده و می گفتند برای رسیدن به توسعه پایدار شهری قبل از هرچیز بایست  مدیران شهری به مولفه اقتصاد توجه نشان دهند.

Management and planning of sustainable development of urban tissues; Case study of Khorram Dareh city

Urban regeneration is one of the most important strategies to show deprivation and routine within the city. Urban regeneration is a process that leads to the creation of new urban spaces while preserving the main spatial features (physical and functional). In other words, urban regeneration is a comprehensive and integrated view of a set of measures that lead to the solution of urban problems, in a way that creates a permanent improvement in the economic, physical and environmental conditions of the changed tissue. The main purpose of this article is to manage and plan the sustainable development of urban structures in Khorram Dareh. The main question of the article is whether urban regeneration has an impact on the sustainable urban development of Khor Dara? The method of this article is descriptiveanalytical. The results show that sustainable development requires a stable economy and social system that resists shocks and guarantees welfare for future generations. Factors such as inflation, monopoly, poverty and environmental pollution indicate poor exploitation. From natural and economic resources and the deprivation of a large segment of society from the benefits obtained, which indicates the lack of equal opportunities and the existence of freedoms for all to use the available facilities, which encourages inequality and causes underdevelopment. According to the findings of the present study, the economic situation in the city of Khorram Dareh is moderate and most people with jobs such as employees, workers and agriculture say that; The economic situation of their city is a function of the country’s macroeconomy. Farmers, as an important group and producer of their livelihood, have considered themselves dependent on government programs and policies. Of course, it should not be overlooked that in recent years, many unemployed and educated young people are dissatisfied with their situation and said that in order to achieve sustainable urban development, city managers should first of all pay attention to the economic component.
