طراحی الگوی مداخلات اقتصادی و اجتماعی در حوزه توسعه منطقه‌ای

توسعه نامتوازن مناطق در ایران، چالشی جدی است که علاوه بر دامن زدن به نابرابری‌های اجتماعی و اقتصادی، باعث شده از فرصت‌ها و مزیت‌های موجود در مناطق راهبردی کشور نیز غفلت شود. این پژوهش با هدف ارائه یک الگوی نوآورانه و مشارکتی در حوزه توسعه منطقه‌ای با تمرکز بر حوزه‌های اقتصادی و اجتماعی انجام گرفته است. با استفاده از روش تحلیل مضمون و مطالعه موردی، الگویی مبتنی بر مشارکت فعالانه جامعه محلی، شبکه‌سازی و بهره‌گیری از ظرفیت‌های نهادی مانند پارک‌های علم و فناوری، ارائه شده است. یافته‌های پژوهش نشان می‌دهد که با طراحی و اجرای یک الگوی شش مرحله‌ای، شامل تشکیل نهاد متولی، مطالعات و اعتمادسازی، ایجاد شبکه‌های همکاری، طراحی برنامه‌های عملیاتی، تامین منابع و اجرا و در نهایت راهبری و نظارت مستمر، می‌توان توسعه اقتصادی و اجتماعی را در مناطق مبتنی بر اصولی عدالت‌محور، دانش‌بنیان و مردم‌پایه رقم زد. نوآوری این پژوهش در طراحی یک الگوی مداخله‌ای بومی‌سازی شده است که با توجه به شرایط خاص هر منطقه قابل تطبیق بوده و به طور همزمان بر ابعاد اقتصادی، اجتماعی توسعه تمرکز دارد. همچنین، این پژوهش با بهره‌گیری از ظرفیت‌های نهادی موجود، راهکاری عملی برای تسریع روند توسعه در مناطق ارائه می‌دهد. نتایج این پژوهش می‌تواند به عنوان یک الگو برای توسعه مناطق راهبردی کشور مورد استفاده قرار گیرد و به سیاست‌گذاران و متولیان توسعه کمک کند تا تصمیمات آگاهانه‌تری اتخاذ نموده و از روش اجرای طرح‌ها و پروژه‌های توسعه‌ای استفاده نمایند.

designing a model for economic and social interventions in regional development

the uneven development of regions in iran is a serious challenge that, in addition to exacerbating social and economic inequalities, has led to the neglect of opportunities and advantages present in the country’s strategic regions. this research aims to propose an innovative and participatory model for regional development, focusing on economic and social domains. using a thematic analysis and case study method, a model based on the active participation of the local community, networking, and leveraging institutional capacities, such as science and technology parks, is presented. the findings suggest that, by designing and implementing a six-step model, including establishing a responsible institution, conducting studies and building trust, creating collaborative networks, designing operational programs, securing resources and implementation, and finally, continuous leadership and supervision, economic and social development can be achieved in regions based on principles of justice, knowledge-based approach, and community involvement. the innovation of this study lies in designing a localized intervention model that can be adapted to the specific conditions of each region, while simultaneously focusing on both economic and social aspects of development. furthermore, by utilizing existing institutional capacities, this research provides a practical solution for accelerating development processes in regions. the results of this study can serve as a model for the development of strategic regions in the country, assisting policymakers and development managers in making more informed decisions and applying more effective methods for the implementation of developmental plans and projects.
