تحلیلی آینده‌پژوهانه بر آمایش سرزمین در استان لرستان: شناخت پیشران‌های کلیدی و سناریوهای محتمل

آمایش سرزمین، به عنوان یکی از مهم‌ترین برنامه‌های توسعه‌ای در ایران، با هدف شناسایی پیشران‌های توسعه مبتنی بر پتانسیل‌های سرزمینی، نقشی حیاتی ایفا می‌کند. پژوهش حاضر، با رویکردی آینده‌پژوهانه و با تکیه بر برنامه‌های اولویت‌دار سند آمایش استان لرستان، در پی شناسایی مهم‌ترین پیشران‌های توسعه‌ این استان است. این پژوهش از نظر راهبرد هدف‌گذاری کاربردی و از منظر روش توصیفی‌ تحلیلی است. داده‌های نظری با روش اسنادی و داده‌های تجربی با روش پیمایشی و بر اساس روش دلفی فازی گردآوری شده‌اند. جامعه‌ آماری پژوهش شامل دوازده نفر از خبرگان و متخصصان صاحب‌نظر در حوزه‌های برنامه‌ریزی منطقه‌ای، فضایی، و آمایشی بود که به صورت نمونه‌گیری هدفمند انتخاب شدند. برای تجزیه و تحلیل اطلاعات به‌دست‌آمده از روش‌های دلفی فازی، تحلیل اثرات متقاطع (mic mac)، و سناریونویسی (scenario wizard) استفاده شد. نتایج این پژوهش نشان داد پراکندگی پیشران‌های کلیدی و موثر بر وضعیت آینده‌ آمایش سرزمین استان لرستان سیستمی ناپایدار دارند و پژوهش حاکی از آن است که از میان 21 پیشران بررسی‌شده در این تحقیق 10 پیشران به عنوان پیشران‌های کلیدی موثر بر آینده‌ وضعیت آمایش سرزمین استان لرستان ارجحیت دارد که بخش عمده‌ای از این عوامل کلیدی در گروه متغیرهای تاثیرگذار و دوگانه تمرکز دارند. همچنین نتایج حاصل از ارزیابی سناریو‌های مطرح‌شده نشان از سیطره‌ نسبی وضعیت‌های نامطلوب با 24 وضعیت (40 درصد) دارد. بنابراین می‌توان گفت بین روند توسعه‌ آمایشی استان لرستان و مطلوبیت کامل فاصله وجود دارد.

a futures study of territorial spatial planning in lorestan province: identifying key drivers and possible scenarios

territorial spatial planning is one of the most important development programs in iran, focusing on identifying development drivers based on territorial potentials. therefore, this research aims to identify the most important development drivers of lorestan province through a futures studies approach and prioritization of the province’s planning document. consequently, the nature of this applied research falls within the descriptive-analytical methodology category. the statistical population of this study includes 12 land use planning experts whose opinions were analyzed using the delphi fuzzy expert technique and futures studies software such as micmac and scenario wizard. according to the analysis, 21 influential territorial drivers affecting the future development of lorestan province were gathered. these drivers were analyzed using a 21x21 cross-impact matrix in the micmac software, identifying 10 key drivers. considering three probable future states (desirable, static, and undesirable) for each driver, a 30x30 matrix was formed and analyzed with scenario wizard software, resulting in the extraction of future scenarios for territorial planning in lorestan province. the results indicated that the future of territorial drivers in lorestan province faces significant challenges. this is because 70% of the scenarios fall into static and undesirable conditions, and even if desirable scenarios are realized, there remains a gap between the province’s development trend and complete desirability.
