الگوی سکونتگاه زیست‌پذیر و سازگار با نیازهای کارکنان یک اکوپارک صنعتی مبتنی بر برنامه‏‌ریزی راهبردی (اکوپارک صنعتی فولاد مبارکه‌ اصفهان)

برنامه‌های راهبردی فضایی شهری ابزار هدایت و کنترل فعالیت‌ها، استفاده از فضا، و تمرکز بر زمینه‌های موضوعی راهبردی در توسعه‌ سکونتگاه‌های شهری هستند و فرایندی برای دستیابی به اهداف، راهبردها، سیاست‌ها، و اطمینان از تخصیص منابع و هم‌سو کردن منافع ذی‌نفعان در یک محیط تصمیم شهری معرفی می‌شوند. این پژوهش در یک مسیر توصیفی، تحلیلی، و تجویزی و با ماهیت کاربردی، استقرایی، و آمیخته می‌تواند در راستای دستیابی به هدف ارائه‌ دستورکارها، زمینه‌های دستیابی، و الگوی یک سکونتگاه زیست‏‌پذیر و سازگار با نیاز کارکنان یک اکوپارک صنعتی (اکوپارک صنعتی فولاد مبارکه) عمل کند. در گام اول با به‌کارگیری شیوه‌ مشکل‌یابی کنشگرانه و مقصودمند و هم‌پوشانی مشکلات و همچنین دو آزمون تجرید تدریجی مشکلات و آزمون حد و مرز و سنجش و تحلیل مشکلات به لحاظ ماهیت و جمعیت بیانیه‌ نهایی مشکلات ارائه می‌شود. سپس به منظور بهبود سطح زیست‌پذیری پس از تدوین بیانیه‌ چشم‌انداز و بیانیه‌ اهداف به تولید بیانیه‌ راهبردها با استفاده از روش swot و رتبه‌بندی آن‏‌ها با بهره‌گیری از روش qspm پرداخته می‏‌شود. در نهایت با تدوین بیانیه‌ سیاست‌ها، پروگرام‌ها، و پروژه‌ها الگوی سکونتگاه سازگار با اکوپارک صنعتی فولاد مبارکه معرفی می‌شود. طبق این الگو سه محدوده‌ کلی پروژه‏‌های مرتبط با تامین خدمات و نیازها در محدوده‌ توسعه‌ میان‏‌افزا و با بهره‏‌گیری از زمین‏‌های بایر و بلااستفاده، پروژه‏‌های مرتبط با کاهش آلودگی‏‌های زیست‏‌محیطی و ارتقای بهره‏‌مندی از ویژگی‏‌های طبیعی در محدوده‌ ظرفیت اکولوژیکی، و پروژه‏‌های مرتبط با ارتقای سطح کیفی بافت در محدوده‌ اصلاح هسته‌ اولیه‌ شکل‏‌گیری مکان‏‌یابی می‌شوند. تقویت سازکار نظارت بر رعایت ضوابط محیط زیست، استقرار سیستم بودجه‌ریزی عملیاتی، حذف هزینه‌ زمین و افزایش تسهیلات مسکن، گسترش مراکز خدماتی‌ اقامتی، و افزایش سطح دانش و آگاهی و سطح مهارت و میزان انگیزه در نیروی انسانی از جمله مهم‌ترین پیشنهادها و دگرگونی‏‌ها بر اساس نتایج است.

a livable settlement model to achieve compatibility between employees’ needs in an eco-industrial park, based on strategic spatial planning (case study: mobarakeh steel eco-industrial park, isfahan)

urban spatial strategic plans are tools for guiding and controlling activities, utilizing spaces, and focusing on strategic points in urban development. they  are introduced as a process to achieve goals, strategies, and policies while ensuring resource allocation and aligning stakeholders’ interests in an urban decision environment. this research, characterized by its descriptive, analytical, prescriptive, applied, inductive, and mixed-method nature, aims to provide operational agendas, pathways for achievement, and a model for a livable settlement aligned with the needs of employees in an industrial eco-park. initially, through purposeful and proactive problem identification, overlapping issues, and applying two specific tests (progressive abstraction and boundary analysis) the final problem statement is formulated. following this, to enhance livability levels, after drafting the vision and goals statements, strategic statements are developed by using swot method and ranked using the qspm approach. finally, by drafting statements of policies, programs, and projects, a settlement model compatible with the mobarakeh steel industrial eco-park is proposed. according to this model, three main project territories are recognized: the first area relates to providing services and needs within infill development zones by utilizing unused lands; the second area aims at reducing environmental pollution and enhancing the utilization of natural features within the ecological capacity area; and the third area focuses on improving the quality of the urban fabric within zones designated for initial core formation improvements. strengthening environmental regulations monitoring, implementing a functional budgeting system, reducing land costs, upgrading housing facilities, expanding tourists services, and enhancing knowledge, talent, awareness and workforce motivation, are main proposals for transforming and  upgrading development in a livable settlement for the needs of industrial eco-park employees.
