مناطق ویژۀ علم و فناوری؛ رهیافتی نوین در توسعۀ پایدار (نمونۀ مطالعاتی: منطقۀ ویژۀ علم و فناوری یزد)

ظهور شهر منطقه های دانش محور به موازات شکل گیری پارادایم اقتصاد دانش محور از پارادایم های موثر برای توسعه شهرهای پایدار آینده است. این مناطق با هدف ترکیب مولفه‌های عملکردی، کالبدی و نهادی خوشه های دانش با فعالیت های شهری در پی استفاده حداکثری از ویژگی های منحصربه‌فرد هر منطقه می باشند. پیش‌زمینه دستیابی به اهداف این مناطق در توسعه منطقه ای، برنامه ریزی فضایی-کالبدی آن ها و چگونگی سازماندهی فضایی فعالیت ها و عملکردهای آن ها در پهنه سرزمین است. پژوهش حاضر در پی پاسخ به این پرسش است که مناطق ویژه ایران به طور عام، و منطقه ویژه یزد به طور خاص، برای دستیابی به توسعه پایدار چه ملاحظات فضاییکالبدی را باید در نظر گیرند؟ با به‌کارگیری روش تحلیل ثانوی بر مبنای تجزیه‌وتحلیل محتوای طرح های مناطق ویژه در مقیاس جهانی و مناطق ویژه کشور مهم‌ترین اقدامات آن ها (فضایی کالبدی، حمل و نقل، مسکن و ‌محیط زیستی) را شناسایی و ارزیابی می کند. تدقیق نتایج مطالعات در مناطق ویژه یزد در تطابق با دیگر مناطق ویژه ایران نشان‌دهنده پررنگ‌بودن وجوه اقتصادی برنامه‌ریزی آن ها، توجه نسبی به مسائل محیط زیستی و توجه حداقلی به زمینه هایی نظیر چگونگی سازمان یابی فضایی و ارتباط کانون‌های اصلی در ارتباط با شهر و منطقه، حمل و نقل و مسکن است. ارتباط سه‌جانبه «سیستم نوآوری و تولید»، «عرصه های تصمیم گیری و سیاستگذاری» و «منطقه دانش محور» همراه با توجه به ویژگی های منحصربه‌فرد هر منطقه، بازنگری در عملکرد و تعریف جایگاه قانونی آن ها در سلسله‌مراتب نظام برنامه ریزی کشور، تبیین اهداف و اولویت‌های توسعه در قالب برنامه ای جامع، به منظور تثبیت این مناطق در توسعه پایدار شهرها ضروری است.

Science and Technology Special Regions; New Approach in Sustainable Development (Case: Science and Technology Special Region of Yazd)

The emergence of knowledgebased cityregions as the paradigm of the knowledgebased economy is one of the effective paradigms for the sustainable development of future cities. These regions aim to synthesis the functional, physical, and institutional components of knowledge clusters with urban activities to maximize beneficiary of the unique characteristics of each region. In regional development, the prerequisite for achieving goals in these regions is spatialphysical planning and how they spatially organized their activities and functions in the territorial area. The main question of this study is "to achieve sustainable development, what are the spatialphysical considerations in Iran special regions in general and Yazd in particular?" It identifies the most important actions (physical spatial, transport, housing and environment) of science and technology regions plans on global scale by the method of secondary analysis and based on the content analysis. comparison the results in Yazd Special region with others in Iran indicates the high emphasis on economic aspects, relative attention to environmental issues, and minimal attention to quality of spatial organization and the relationship between main functional focuses and the cities/regions, transport and housing. Considering the unique characteristics of each region, reviewing their function and defining their legal position in the hierarchy of planning system in Iran, explaining the goals and priorities of development in a comprehensive plan to stabilize these regions in the urban sustainable development is indispensable.
