تبیین الگوی توسعۀ منطقه‌ای از طریق خوشه‌های فعالیتی در استان تهران با تاکید بر رقابت‌پذیری

توسعۀ منطقه‌ای که همواره از اهمیت فراوانی در برنامه‌ریزی کلان برخوردار بوده، امروزه با توجه به پیامدهای ناشی از جهانی‌شدن، نیازمند رویکردهای نوینی است که در برابر تغییرات مناطق انعطاف‌پذیر باشد. ازجملۀ این پیامدها، ظهور اقتصادهای منطقه‌ای قدرتمند با تولید ناخالص بالاست که کانون توجه بسیاری از برنامه‌ریزان به ایدۀ رقابت‌پذیری شده است. تحقیق حاضر با بهره‌گیری از رویکردهای متاخرِ مطرح‌شده و ابعاد حائز اهمیت در اقتصاد جهانی، به بررسی این مفهوم در سطح مناطق پرداخته است. هدف از این پژوهش، تحلیل جریان‌ها و روابط ساختاری‌عملکردی در راستای تبیین الگویی بوم‌آورد از خوشه‌های فعالیتی در استان تهران است. این تحقیق بر حسب نوع هدف، توسعه‌ای‌کاربردی و از لحاظ ماهیت روش، تحلیلی‌توصیفی است. گردآوری اطلاعات بر اساس مطالعات اسنادی و کتابخانه‌ای بوده و ابزار گردآوری نیز فیش‌برداری، آمارخوانی و مستند‌سازی است. تحلیل داده‌ها با بهره‌گیری از روش‌های تحلیل خوشه‌ای و شاخص تخصصی صورت گرفته و نتایج آن پس از بررسی قابلیت طبیعی هر شهرستان، در شناخت خوشه‌های فعالیتی استفاده شده است. نتایج حاصل از تحلیل نشان می‌دهد الگوی فعالیتی استان تهران به صورت خوشۀ در قلمرو کلان‌شهر بوده و شهرستان‌های واقع در آن در قالب پنج خوشۀ ناحیه‌ای‌محلی قابل تشخیص است. خوشه‌های فعالیتی فوق می‌تواند با برنامه‌ریزی مشترک و هدفمند بر اساس اولویت‌های تعیین‌شده در این مقاله، مقدمات توسعۀ منطقه‌ای در استان تهران را فراهم آورند.

Explaining the Pattern of Regional Development through Activity Clusters in Tehran Province with an Emphasis on Competitiveness

Due to the consequences of globalization, regional development, which has always been highly important in macro planning, requires new approaches that are flexible about regional change. Among these consequences is the emergence of powerful regional economies with high GDP that have drawn the attention of many planners to the concept of competitiveness. Using recently proposed approaches and the important aspects of the global economy, this study set out to explore this concept at the area level. The purpose of this study was to analyze movements and structuralfunctional relationships in order to develop a local pattern of clusters in Tehran province. This study was a developmentalapplied research project in terms of purpose and an analyticdescriptive one in terms of methodology. The data collection was based on document analysis and library studies and the data was collected through note taking, available statistics, and documenting. Data analysis was carried out using cluster analysis and specialized index methods, and the results were used in identifying activity clusters after examining the natural capability of each county. The results of the analysis show that the pattern of activity in Tehran province is the metropolisdominated cluster pattern, and the counties which are located in the province can be identified in the form of 5 regionallocal clusters. The above mentioned clusters of activities can provide the basis for regional development in Tehran province by joint and purposeful planning based on the priorities offered in this article.
