وضعیت سنجی برون سپاری در دستگاه های اجرایی استان مازندران

زمینه: پدیده برون‌سپاری امری جدید در امور سازمانی و نظام‌های اداری می‌باشد. روش: جامعه‌ی آماری بخش کیفی شامل خبرگان شامل روئسا، مدیران و ناظرین پروژه‌های برون‌سپاری دستگاه‌های اجرایی استان مازندران و جامعه‌ی آماری بخش کمی نیز شامل مدیران ارشد، مدیران میانی و دست‌اندارکاران و کارمندان دستگاه‌های اجرایی استان مازندران بود. تعداد افراد نمونه در بخش کیفی تعداد 11 نفر و در بخش کمی تعداد 228 نفر انتخاب شدند. به منظور تجزیه وتحلیل داده‌ها از تکنیک تحلیل محتوا، تکنیک دلفی و آزمون t تک نمونه‌ای در نرم افزار spss استفاده شد. یافته‌ها: با توجه برای کلیه شاخص‌ها بجز شاخص‌های اتخاذ تدابیر لازم جهت برون‌سپاری در سازمان، انعطاف‌پذیری سازمان در زمینه نحوه ارائه خدمات برون‌سپاری، حفظ دانش فنی سازمان در برون‌سپاری، انتقال دانش جدید فنی از سازمان‌ها و شرکت‌های دیگر به سازمان طی برون‌سپاری و ایجاد ظرفیت بالا با برون‌سپاری خدمات، عدم تغییر میزان هزینه پرداختی شهروندان برای ارائه خدمات برون‌سپاری و شاخص بررسی مکان برون‌سپاری در قرارداد، در وضعیت مناسبی قرار دارند. نتیجه‌گیری: با توجه به نتایج بدست آمده می‌توان بیان داشت که دستگاه‌های اجرایی استان مازندران آمادگی لازم را از لحاظ انجام برون‌سپاری تا حدی زیادی دارا می باشند.

background: the phenomenon of outsourcing is a new thing in organizational affairs and administrative systems, so the purpose of this study is to identify the indicators and status of outsourcing in the executive organs of mazandaran province.method: the statistical population of the qualitative section included experts including the heads, managers and supervisors of outsourcing projects of the executive organs of mazandaran province and the statistical population of the quantitative part also included senior managers, middle managers and managers and employees of the executive organs. the sample size was 11 in the qualitative section and 228 in the quantitative section. findings: considering all the indicators except the criteria for taking necessary measures for outsourcing in the organization, the organization in outsourcing, transferring new technical knowledge from other organizations and companies to the organization during outsourcing and creating high capacity with outsourcing of services, the citizens do not change the amount of money they pay to provide outsourcing services and the index of checking the place of outsourcing in the contract is in a good position.conclusion: according to the obtained results, it can be stated that the executive bodies of mazandaran province are fully prepared in terms of outsourcing.
