آسیب شناسی اجرای خط‌ مشی‌های آموزش نظام اداری با استفاده از مدل سه شاخگی در کارکنان وزارت نفت

زمینه: آموزش همواره وسیله‌ای مطمئن در جهت حل مشکلات مدیریت مدنظر قرار گرفته اما. برخی شکاف‌ها در سازمان ناشی از کاستی‌های احرای خط‌مشی‌های آموزش نظام اداری است. هدف: آسیب شناسی اجرای خط مشی های آموزش نظام اداری  با استفاده از مدل سه شاخکی در ستاد وزارت نفت. روش‌شناسی پژوهش: روش آمیخته است که با استفاده از نمونه‌گیری هدفمند و اشباع نظری 20 نفردر مرحله دلفی از خبرگان حوزه مدیریت دولتی  انتخاب شدند. جامعه آماری در مرحله بخش کمی نیز شامل 257 نفر کارکنان ستاد وزارت نفت می باشد که با روش نمونه گیری تصادفی ساده و فرمول کوکران 154 نفر تعیین گردید. ابزار گرداوری داده ها پرسشنامه حاصل از فن دلفی بودکه روایی محتوایی و پایایی پرسشنامه ها در یک مطالعه مقدماتی با 30 آزمودنی و ضریب آلفای کروباخ بالاتر از 0.7 تایید شد. یافته‌ها: آسیب های اجرای خط مشی های آموزش نظام اداری شامل آسیب های رفتاری با 12 شاخص، آسیب های ساختاری با 11 شاخص و آسیب های زمینه ای با 13 شاخص می باشد. تحلیل های کمی نیز موید معنی داری بارهای عاملی همه شاخص ها و تایید آنها در سطح اطمینان 95% بود.نتیجه‌گیری: آسیب‌های اجرای خط مشی ها رفتاری،ساختاری وزمینه‌ای بود که احساس مسئولیت و اعتقاد مجریان به خط مشی های آموزش نظام اداری از طریق تشریح فواید آن برای سازمان میتواند بخشی از این آسیب ها را کمتر نماید.

diagnoising the implementation of administrative system training policies in improving employee performance (case study: ministry of oil)

objective: the purpose of this study is to diagnosing the implementation of administrative system training policies in improving employee performance in the ministry of oil.methods: the type of research is developmental in terms of purpose and practical in terms of results, and quantitative in terms of data type. using cochran's formula, the sample size was determined to be 154 people who were selected using simple random sampling method. data collection tools included a researcher-made questionnaire. the content validity of the questionnaire was confirmed by experts. in the descriptive statistics section, ..were used. in the inferential statistics section, kolmogorov-smirnov test was used and bartlett tests were used to evaluate the adequacy of sampling were used.findings: the damages of implementing the educational policies of the administrative system include behavioral damages with 12 indicators, structural damages with 11 indicators and contextual damages with 13 indicators. the results of quantitative analysis also confirmed the significance of factor loads of all indicators and their confirmation at 95% confidence level.conclusion: commitment of executives in the training policies of the administrative system by informing the benefits for the organization can be useful.
