تدوین و اعتباریابی مدل مشارکت ذی‌نفعان در خط‌مشی گذاری عمومی در سازمان غذا و داروی وزارت بهداشت

زمینه: مشارکت ذی‌نفعان سنگ بنای خط‌مشی‌گذاری معاصر محسوب شده و از ابزارهای ایجاد دموکراسی و زمینه ساز توسعه پایدار در سازمان‌ها می‌باشد.هدف: هدف تحقیق تدوین و اعتباریابی مدل مشارکت ذی‌نفعان در خط‌مشی گذاری عمومی در سازمان غذا و دارو می باشد.روش‌ها: نخست با استفاده از روش نمونه گیری گلوله برفی با 18 نفر از خبرگان مصاحبه سپس با استفاده از روش تحلیل مضمون، مدل مفهومی تدوین شد، برای اعتباریابی، از مدل معادلات ساختاری از طریق نرم افزار smartpls استفاده شد‌. روایی محتوایی پرسشنامه ها توسط افراد خبره، روایی سازه توسط تحلیل عاملی و پایایی پرسشنامه با آزمون آلفای کرونباخ، 0.70محاسبه و همگی مورد تایید قرار گرفتند.یافته‌ها: برای تدوین مدل 103 مضمون پایه، 20 مضمون سازمان‌دهنده و 5 مضمون فراگیر استخراج شد. نتایج پژوهش نشان داد که تمامی شاخص‌های شناسایی شده در مدل مشارکت ذی‌نفعان در خط مشی گذاری عمومی در سازمان غذا و دارو ، تایید و مقدار gof مدل کلی به مقدار 0.625 می‌باشد لذا مدل از برازش مناسبی برخوردار است.نتیجه گیری: با اجرای مدل می توان مشارکت ذی‌نفعان در خط‌مشی گذاری عمومی در سازمان غذا و دارو را افزایش داده و باعث تدوین خط مشی های کاربردی و اجرای کامل آنها گردید.

background: stakeholder participation is considered as a cornerstone of contemporary policy-making and is one of the tools for democracy and sustainable development in organizations that this study has addressed.objective: to develop and validate a stakeholder participation model in public policy-making in the food and drug administration.methods: in the qualitative part of the research, after interviewing 18 experts using the content analysis method, a conceptual model was developed. in the quantitative phase, the structural equation model was used for validation through smartpls software. the content validity of the questionnaires by experts, the construct validity by factor analysis and the reliability of the questionnaire by cronbach's alpha test were calculated to be 0.70 and all were confirmed.findings: in the qualitative section, 103 basic themes, 20 organizing themes and 5 comprehensive themes were extracted to model the model. the results showed that all the indicators identified in the model of stakeholder participation in public policy in the food and drug administration, approval and the gof value of the general model is 0.625, so the model has a good fit.conclusion: by implementing the model, the participation of stakeholders in public policy making in the food and drug administration can be increased and practical policies can be formulated and fully implemented.
