بررسی تطبیقی مراحل برنامه ریزی یک دانشگاه دفاعی مبتنی بر الگوی فرآیندی تبدیل راهبرد به عملیات

برنامه ریزی راهبردی و تبدیل آن به برنامه عملیاتی یکی از مهم‌ترین موضوعات در هر سازمانی است که تاثیر بسزایی در عملکرد و تحقق اهداف آن دارد. هدف این پژوهش شناسایی مشکلات و چالش های برنامه ریزی یک دانشگاه دفاعی مبتنی بر فرآیند تبدیل استراتژی به عملیات (کاپلان و نورتون، 2004) می‌باشد. این تحقیق به لحاظ ماهیت، آمیخته به هم تنیده یعنی ترکیبی از تحقیق کیفی و کمی است و به لحاظ هدف، جزء تحقیقات کاربردی و به لحاظ روش اجرا، تحقیق توصیفی از نوع پیمایشی و تحلیلی می‌باشد. در ابتدا عوامل اصلی در فرایند برنامه ریزی از طریق مطالعات کتابخانه‌ای در شش مولفه اصلی احصاء گردید. سپس مولفه‌های احصاء شده توسط اساتید خبره، تایید و اعتبارسنجی شد. سپس براساس ابعاد تحقیق، پرسشنامه ساختاریافته تهیه و پس از بررسی روایی و پایایی بین خبرگان توزیع گردید. جامعه آماری پژوهش متشکل از خبرگان علمی و تجربی در یک دانشگاه دفاعی در چهار سطح (1) هیات رئیسه، (2) معاونین ستاد دانشگاه، (3) مدیران برنامه‌ریزی معاونت‌ها و (4) مدیران و کارشناسان برنامه‌ریزی دانشکده‌ها می‌باشند. داده‌های استخراج شده با استفاده از نرم‌افزار آماری تحلیل شد و وضعیت فرایند برنامه ریزی مورد تحلیل قرار گرفت. یافته های تحقیق نشان می‌دهد، بین برنامه میان‌مدت و برنامه‌های سالانه دانشگاه ارتباط وجود دارد اما با ضعف و مشکلاتی همراه است. بر اساس مقادیر آماره تی و ضریب همبستگی پیرسون، مشکلات براساس ضریب اهمیت دسته بندی شد و راهکارهای حل آن ها مشخص گردید.

a comparative study of the planning stages of a defense university based on the process model of turning strategy into operations

strategic planning and turning it into an operational plan is one of the most important issues in any organization that has a significant impact on its performance and achieving its goals. the purpose of this research is to identify the problems and challenges of planning a defense university based on the process of turning strategy into operations (kaplan and norton, 2004).in terms of its nature, this research is interwoven, that is, a combination of qualitative and quantitative research, and in terms of its purpose, it is a part of applied research, and in terms of its implementation method, it is a descriptive research of the survey and analytical type. at first, the main factors in the planning process were counted in six main components through library studies. then, the calculated components were confirmed and validated by expert professors. then, based on the dimensions of the research, a structured questionnaire was prepared and distributed among the experts after checking the validity and reliability. the statistical population of the research consists of scientific and experimental experts. the extracted data were analyzed using statistical software and the state of the planning process was analyzed.the findings of the research show that there is a connection between the mid-term plan and the annual plans of the university, but it is associated with weaknesses and problems. based on the values ​​of t-statistic and pearson correlation coefficient, the problems were classified based on the importance coefficient and the solutions to solve them were determined.
