رهیافت آمایش مناطق مرزی در استان کرمانشاه از نگاه توسعه و امنیت پایدار

تحقق توسعه و امنیت پایدار در برنامه‌ریزی‌های راهبردی نیازمند شناخت تنگناها و پتانسیل‌های توسعه‌ای در چارچوب رویکرد آمایشی است به گونه‌ای که با ساماندهی فعالیت‌ها، امکانات و زیرساخت‌ها، اهداف متفاوت اقتصادی، اجتماعی، سیاسی امنیتی، دنبال می‌شود. اگر کارگزاران در برنامه‌ریزی‌های راهبردی، با یک دیدگاه عادلانه و شناخت آینده‌نگرانه نسبت به مناطق مرزی در زمینه تحقق توسعه پایدار و آن روی سکه یعنی امنیت پایدار ننگرند، در این مناطق، شاهد تهدیداتی علیه منافع ملی خواهیم بود. هدف از پژوهش حاضر بررسی و تحلیل وضعیت آمایش سرزمینی از نگاه توسعه و امنیت پایدار در استان کرمانشاه به عنوان یک منطقه‌ی مرزی است. با توجه به ماهیت موضوع و اهداف تحقیق، نوع پژوهش کاربردی بوده و روش بررسی آن توصیفی تحلیلی است که به  منظور دست‌یابی به اطلاعات مورد نیاز و جمع آوری داده‌ها از روش کتابخانه‌ای استفاده شده است. نتایج پژوهش حاضر حاکی از آن است که با توجه به اینکه میان آمایش مناطق مرزی و ایجاد توسعه و امنیت پایدار رابطه و پیوند ناگسسته‌ای حاکم است و این اصل با نظر به شرایط موجود اقتصادی، اجتماعی، سیاسی امنیتی استان کرمانشاه نشان می‌دهد که این رابطه ضعیف و در اولویت برنامه‌ریزی‌های راهبردی متولیان امر نمی‌باشد.

An Approach to Land Use Planning in Kermanshah Province from Sustainable Development and Security Perspective

Implementation of development and sustainable security in strategic planning requires recognition of the bottlenecks and development opportunities in the framework of land use planning. In this way, by organizing activities, facilities and infrastructures, different economic, social, and politicalsecurity goals can be pursued. If the strategy planners fail to consider sustainable development and what follows it, namely sustainable security, in these areas, we will soon face threats against national interests. This study is aimed at investigating the status of land use planning from development and sustainable security perspective in Kermanshah province as a border region. Due to the nature of the subject and objectives of the research, an applied approach is selected for this research which follows descriptiveanalytical method. Library method is used for data collection. The results indicated that although there is a constant relation between controlling border regions and the creation of sustainable development and security, the relation regarding the current economic, social, politicalsecurity conditions of Kermanshah province is quite weak and has not been considered as a matter of priority in the strategic planning by those in charge.
