ارزیابی خالص: الگویی در حوزه ارزیابی‌های دفاعی-امنیتی

شناخت دقیق دشمن در راه‌‌‌ورسم‌ها، شیوه‌های دشمنی و جهت‌گیری‌هایی که اتخاذ می‌کند از مهمترین وظایف تحلیگران و سیاست‌گذاران دفاعی امنیتی در کشور است. در این مقاله، در راستای شناخت روش‌های ارزیابی دشمنان، به بحث ارزیابی خالص: الگویی در حوزه ارزیابی‌های دفاعی امنیتی پرداخته شده است. این مقاله با بیان مفاهیم اصلی ارزیابی خالص، شرح تاریخچه و بررسی ارزش آن برای تحلیلگران و سیاست‌گذاران، شکاف مهم ادبیات در این زمبنه را پر می‌نماید. ارزیابی خالص یکی از روش‌های ارزیابی و تجزیه و تحلیل راهبردی، در کشورهای امریکا، انگلستان و رژیم اشغالگر قدس است که پایه‌گذاری اصلی آن، در امریکا بوده و حدود نیم قرن در این کشور سابقه دارد. این تحقیق از لحاظ هدف، توسعه‌ای و از نظر روش، مطالعه موردی از نوع توصیفی تبیینی می‌باشد. به منظور جمع‌آوری داده‌های تحقیق، از روش مطالعات کتابخانه‌ای و اسنادی استفاده شده است. برحسب نتایج بدست آمده، استفاده از ارزیابی خالص سبب آن خواهد شد که ارزیابی‌های سطح دفاعی و امنیتی با یک نگاه سیستمی و کل نگرانه و با استفاده از رویکرد بلند مدت و آینده‌نگرانه به مسائل صورت پذیرد و تمرکز ارزیابی‌ها بر روی مسائل کمیکیفی به جای تمرکز صرف بر مسائل کمی می‌باشد و در آخر، با تجزیه و تحلیل روابط پیچیده و همه جانبه سیاسی، اقتصادی، اجتماعی و نظامی، چارچوب مناسب و منظمی را برای تحلیلگران و سیاست گذاران فراهم می‌نماید.

Pure Assessment: A Model in the Field of Defense Security Assessment

Having an accurate knowledge of the enemy, its methods of hostility and procedurescontain the most important tasks of analysts and defensesecurity policymakers ofthe country. Hence, in order to identify the methods of assessing the enemies, thisstudy tries to investigate the pure evaluation as a model for defensesecurityassessment. This study is also intended to fill the important literature gap in thisfield by presenting the main concepts of pure assessment and give a history ofstudying this method for analysts and policymakers. Pure assessment is a method ofstrategic evaluation andanalysis in the United States, Britain and the occupyingregime of Israel, having been founded in the United States about half a century ago.This developmental research follows descriptiveexplanatory case study method. Forcollecting research data, the method of library and documentary studies has beenemployed. The results revealed that using pure assessment brings about a systematicand holistic view for defense and security and level assessments as wellas a longterm and forwardlooking approach to issues concentrating on assessments on thebasis of quantitativequalitative consideration, rather than focusing solely onquantitative issues. This method of assessment provides an appropriate andmethodical framework for analysts and policymakers by analyzing complex andcomprehensive political, economic, social, and military relationships.
