نقش الگوی دفاع مردم‌پایه در مدیریت بحران

پس از وقوع انقلاب اسلامی، الگوی جدیدی به‌نام دفاع مردم‌پایه شکل گرفت که در تاریخ معاصر جهان تاثیرات عمیقی از خود برجای گذاشت و تمامی قواعد و اصول دفاع سرزمینی را دگرگون کرد. ویژگی خاص این الگو، پاسخگویی به تهدیدها با حضور و مشارکت طیف وسیعی از اقشار مردم برای دفاع از ارزشهای مادی و معنوی، هویت و حیثیت اجتماعی یک ملت است تا با افزایش قدرت داخلی، آمادگی و تلاش همه‌جانبه برای تحقق اهداف راهبردی، و دفاع موزائیکی را فراهم کند. این پژوهش از لحاظ هدف کاربردی و بر اساس ماهیت و روش پژوهش، توصیفی پیمایشی از شاخه میدانی و به‌صورت علی است. در این پژوهش از نمونه‌گیری هدفمند برای اکتشاف مولفه‌ها و استخراج عوامل  استفاده می‌شود. مسئله اصلی پژوهش، طراحی الگوی دفاع مردم‌پایه برای به‌کارگیری آن در دفاع همه‌جانبه در مقابل با دشمن متجاوز و یا گروه‌های تروریستی در جنگ‌های آینده است. بدین‌منظور از فرماندهان ارشد سازمان بسیج و خبرگان داخلی و خارجی در حوزه مقاومت مردمی مصاحبه عمیق انجام شد و از رویکرد تحلیل مضمون برای تجزیه و تحلیل اطلاعات استفاده شده است. نتایج این پژوهش نشان داد که الگوی دفاع مردم‌پایه یکی از بهترین، موثرترین و کارآمدترین الگوهای دفاعی در تاریخ معاصر جهان است و اصول و مبانی اساسی الگوی دفاع مردم‌پایه بر اساس رصد، پایش و پویش محیطی باعث افزایش قدرت همه‌جانبه خواهد شد.

Designing a Model for the PeopleBased Defense against Military Threats

After the Islamic Revolution, a new model of defense called peoplebased defense was created, which left a profound effect on the contemporary history of the world and changed all the rules and principles of territorial defense. A specific feature of this model is a type of responding to the threats by making use of the presence and participation of a wide range of people to defend the material and spiritual values, national identity and social identity of a nation to increase internal strength, readiness and comprehensive efforts for achieving strategic goals, and a mosaic type defense. This applied research follows a descriptivesurvey method along with causal process. Purposive sampling method is employed to explore the components and identify the factors. This research is primarily intended to design a peoplebased defense model to be used in comprehensive defense against the aggressor enemy or terrorist groups in future wars. With relation to this purpose, indepth interviews were conducted with senior commanders of the Basij, local and foreign experts in the field of popular resistance, and the thematic analysis approach was employed to analyze the data. The results revealed that the peoplebased defense model is one of the best, most effective and efficient defense models in the contemporary history of the world, and the essential principles of the peoplebased defense model on the basis of environmental monitoring, observation, and scanning can increase comprehensive power.
