حرکت درونی، بیرونی و عمومی، مبنای ارزیابی دولت‌ها در نگاه امام خامنه‌ای‌

با بررسی ادبیات علمی حوزه مدیریت دولتی، این مسئله روشن می‌شود که دستیابی به الگویی نظام‌مند و بومی برای ارزیابی دولت‌ها در منابع آشکار، امری دشوار است. در این راستا و به منظور تدوین الگوی ارزیابی دولت‌ها، بیانات رهبر معظم انقلابمدظله در دیدارهای سالانه با اعضای هیئت دولت به‌علاوه متن احکام تنفیذ با استفاده از روش تحلیل مضمون مورد مطالعه و بررسی قرارگرفته است. در این بررسی توصیف‌ها و توصیه‌های ایشان ناظر به عملکرد دولت، برچسب مفهومی دریافت کرده است، که در نهایت 92 مضمون پایه، 12 مضمون سازمان‌دهنده و 3 مضمون فراگیر به دست آمد. مبتنی بر نتایج این پژوهش، دولت‌ها را می‌توان در سه محور حرکت درونی، حرکت بیرونی و حرکت عمومی مورد بررسی و ارزیابی قرار داد. حرکت درونی، مجموعه اقدامات و تدابیری است که به اداره سازمان دولت اشاره دارد و مقدمه حرکت بیرونی دولت نیز می‌باشد، شامل «برنامه‌ریزی»، «راهبری»، «اشراف» و «شایستگی‌های دولتمردان». حرکت بیرونی؛ یعنی تاثیرگذاری دولت در بیرون از خود و ایفای ماموریت‌های دولت در حوزه‌های مختلف شامل «امنیت»، «فرهنگ»، «علم»، «اقتصاد»، «سیاست» و «تعاملات». حرکت عمومی نیز اشاره به نقش بسترسازی و هدایت‌کنندگی دولت برای حضور عموم مردم در جهت حرکت به سوی چشم‌انداز تمدن اسلامی دارد که شاخص‌های این بعد در دو محور «غایات» و «پیشران‌ها» سامان یافته‌اند.

by examining the scientific literature in the field of public administration, it becomes clear that there is no systematic and native model for the evaluation of governments. in this regard and in order to formulate a model for the evaluation of governments, the statements of the supreme leader of the revolution in the annual meetings with the members of the government delegation, in addition to the text of the enforcement decrees, have been studied and analyzed using the method of content analysis. in this review, their descriptions and recommendations related to the government’s performance have received a conceptual label, which finally resulted in 92 basic themes, 12 organizing themes and 3 inclusive themes. based on the results of this research, governments can be examined and evaluated in three axes of internal movement, external movement and general movement. the meaning of internal movement is the set of actions and measures that refers to the administration of the government organization and is also the introduction of the external movement of the government, including &planning&, &leadership&, &aristocrats& and &qualities of statesmen&. the meaning of external movement; it means the influence of the government outside of itself and the fulfillment of the government’s missions in various fields including &security&, &culture&, &science&, &economy&, &politics& and &interactions&. the general movement also refers to the role of the government in creating a foundation and guiding the participation of the public in the direction of moving towards the vision of islamic civilization.
