ترسیم مختصات الگوی مفهومی تجویز خط‌مشی‌های ملّی بر پایه «معنویت، عقلانیت، عدالت»

جوهره خط‌مشی از وجوه مختلف قابل تحلیل است. از یک منظر خط‌مشی را می‌توان یک «انتخاب و تصمیم درست» تعریف کرد. از این‌رو بُعد تجویزی و قضاوتی در هر خط‌مشی جزو اجزای مهم و جدایی‌ناپذیر آن به حساب می‌آید. حسب این اهمیت، اندیشمندان این حوزه مدل‌های مفهومی مختلفی را ناظر به پشتوانه هنجاری خود به مثابه الگوی مطلوب جهت انتخاب یک یا مجموعه‌ای از خط‌مشی‌ها ارائه کرده‌اند. مسئله مهم پژوهش حاضر آن است که انقلاب اسلامی با توجه به مختصات متمایز خود در حوزه‌های گسترده هنوز از تولید و بکارگیری مدل‌های تجویزی خط‌مشی بومی رنج می‌برد. با توجه به چنین دغدغه‌ای مقاله پیش‌رو تلاش دارد با رویکردی اکتشافی و بهره‌گیری از روش تحلیل مضمون، بیانات و مکتوبات مقام معظم رهبری را در این زمینه واکاوی کند. نتایج این تحقیق بیانگر آن است که سه‌گانه «معنویت، عقلانیت و عدالت» پایه و بنیان شکل‌گیری چنین الگویی است. از محل تقاطع عناصر این سه‌گان 9 بُعد فرعی «تعیین نقش برای مردم»، «منفعت و حقوق عمومی»، «ظرفیت علمی حل مساله»، «انسجام و پیوندهای ملّی»، «تبیین زمین درگیری»، «ضابطه و قانون»، «راهبرد درگیری فوق‌فعال»، «جهاد» و «حجت شرعی» تولید شده‌اند. این ابعاد از مسیر 3 بازوی تجویزی «نهاد مردم«، «ساختارهای حقوقی» و «سازمان علمی» امکان و ظرفیت پیگیری داشته و در غایت و نهایت خود «اقتدار عادلانه» کشور را دنبال می‌کنند.

drawing the coordinates of the conceptual model of prescribing national policies based on spirituality, rationality, justice

the essence of the policy can be analyzed from different aspects. from one point of view, the policy can be defined as a right choice and decision. therefore, the prescriptive and judgmental aspect of every policy is considered as one of its important and inseparable components. according to this importance, the thinkers of this field have presented different conceptual models based on their normative support as the ideal model for choosing one or a set of policies. the important issue of the current research is that the islamic revolution still suffers from the production and application of prescriptive models of native policy, considering its distinctive coordinates in wide areas. considering such concerns, the following article tries to analyze the statements and letters of the supreme leader in this field with an exploratory approach and using the method of thematic analysis. the results of this research indicate that the trinity of spirituality, rationality and justice is the foundation of the formation of such a model. from the point of intersection of the elements of these triangles, 9 sub-dimensions are determination of roles for the people, public interest and rights, scientific capacity to solve problems, cohesion and national ties, explanation of the conflict ground, regulation and law, super active conflict strategy, jihad and islamic duties have been produced.these aspects have the possibility and capacity to follow the path of the 3 prescriptive arms of people's organization, legal structures and scientific organization and ultimately they follow the just authority of the country.
