مولفه های حکمرانی اخلاقی در پرتو قران کریم

از آنجاییکه حکمرانی جوامع با نظام اخلاقی آن جامعه عجین یافته است، فهم ارزش‌‌های اخلاقی مطابق با کلام وحی امری مهم می‌باشد. از این رو پژوهش حاضر درصدد است که مبتنی بر آموزه های قرآن کریم اصول و مولفه‌های اخلاقی برجسته و کارآمد مورد نیاز حکمرانی جوامع را با بهره‌گیری از روش تحقیق موضوعی قرآن کریم استخراج کند. بدین منظور مفهوم اخلاق ذیل محور حکمرانی در 678 آیه مورد بررسی قرار گرفته است. دستاورد این پژوهش مجموعه اصول و مولفه‌های اخلاقی است که حاکمان یا کارگزاران، مردم، حوزه‌های فرهنگی، اقتصادی، سیاسی و اداری می‌بایست به آن متخلق گردند تا در پرتوآن بتوانند رهبری و هدایت امور را آنطور که مد نظر قرآن است جامه عمل بپوشانند و کار بست آنها موجب ارتقای اخلاق در جوامع اسلامی خواهد شد. مهم ترین اصول اخلاقی که در این پژوهش شناسایی شده است عبارتند از: حاکمیت رابطه رحمانی ، حاکمیت عدالت، رضایت عمومی، تخصص و تعهد، خردورزی، مشارکت عمومی، اصلاح و نظارت همگانی و شفافیت و پاسخگویی برای حاکمان. اطاعت از حکومت اسلامی، همدلی با مردم، همدلی و کمک به حکومت برای مردم و در حوزه سیاسی، اقتصادی، فرهنگی و اداری برائت از استکبار و حفظ عزت ، توجه به معیشت‌، ایجاد اقتصاد سالم، اهمیت به خانواده ، تعلیم و تربیت، قانونگذاری حق مدار و انتصابات شایسته .

since the governance of societies is intertwined with the moral system of that society, it is important to understand moral values ​​according to the word of revelation. therefore, the current research is trying to extract the principles and effective moral principles and components required for the governance of societies based on the teachings of the holy quran by using the thematic research method of the holy quran. for this purpose, the concept of ethics under the axis of governance has been examined in 678 verses. the result of this research is a set of moral principles and components that the rulers or agents, people, cultural, economic, political and administrative fields should be created in order to be able to lead and direct affairs in the light of the qur’an. they should wear practical clothes and their hard work will improve morals in islamic societies. the most important ethical principles that have been identified in this research are: the rule of compassionate relationship, the rule of justice, public satisfaction, expertise and commitment, wisdom, public participation, reform and public supervision, and transparency and accountability for rulers. obedience to the islamic government, empathy with the people, empathy and helping the government for the people and in the political, economic, cultural and administrative spheres, innocence from arrogance and maintaining dignity, attention to livelihood, creating a healthy economy, importance to the family, education and training, righteous legislation and competent appointments.
