ابعاد و مولفه‌های حکومت‌داری از منظر امام خمینی (رحمه‌الله) با رویکرد دانش مدیریت دولتی

با بررسی پژوهش‌های گذشته پیرامون اندیشه امام خمینی (رحمه‌الله) در موضوع اداره جامعه و حکومت‌داری، به خلا بررسی جامع اندیشه امام خمینی (رحمه‌الله) از منظر دانش مدیریت دولتی و تبیین ابعاد و مولفه‌های مدنظر ایشان پی برده شد. لذا این مقاله با تحلیل اندیشه امام (رحمه‌الله)، سعی کرده تا این خلا را پوشانده و ابعاد و مولفه‌های حکومت‌داری از منظر امام (رحمه‌الله) را با رویکرد دانش مدیریت دولتی ارائه نماید. بنابراین صحیفه امام خمینی (رحمه‌الله)، با استفاده روش تحلیل مضمون مورد مطالعه قرار گرفت که در نهایت 199مضمون پایه، 28 مضمون سازمان‌دهنده و 11 مضمون فراگیر استخراج گردید. در نهایت این ‌به دست آمد که: «امام فقه شیعه را بستر علمی ظهور اندیشه حکمرانی و اسلام ناب محمدی را مبنای نظری آن در نظر گرفته‌اند. ایشان هدف دولت را تحقق کامل حکومت عدل الهی ترسیم نموده و دولت را در مقام خدمتگزار مردم و مردم را در جایگاه ولی‌نعمتان در نظر گرفته‌اند. جمهوریت، حاکمیت قوانین الهی، مصلحت و نهادینه شدن ارزش‌هایی همچون عدالت، استقلال و آزادی، پاسخگویی و وحدت، ارکان تنظیم‌گری حکومت از منظر امام (رحمه‌الله) تعریف شده و بازیگران اصلی حکومت را دولت و دولتمردان، ملت، خواص و نهادهای مردمی با محوریت ولایت‌فقیه بیان نموده‌اند.»

by examining previous researches on imam khomeini’s thought on the subject of community management and governance, a comprehensive study of imam khomeini’s thought from the perspective of public management knowledge and explaining the dimensions and components considered by him has been realized. therefore, this article, by analyzing the thought of imam rah, has tried to fill this gap and present the dimensions and components of governance from the perspective of imam rah with the approach of public management knowledge; therefore, the book of imam khomeini was studied using the method of content analysis, which finally extracted 199 basic themes, 28 organizing themes and 11 comprehensive themes. in the end, it was achieved that: &the imam of shiite jurisprudence has considered the scientific context of the emergence of the idea of ​​governance and pure muhammadan islam as its theoretical basis. republic, the rule of divine law and the institutionalization of values ​​such as justice, independence and freedom, accountability and unity, the pillars of government regulation are defined from the perspective of imam khomeini and the main actors of government are the government and statesmen, nation, properties and institutions with the focus of velayat-e-faqih.
