رهبری حکیمانۀ بحران؛ رهبری حضرت آیت‌الله خامنه‌ای (مدظله‌العالی) در مواجهه با بحران همه‌گیری کووید-19

همه‌گیری جهانی کووید-19 بحرانی است که میلیاردها انسان را در سراسر دنیا به خود مشغول کرده، هر انسانی را در روی زمین مورد تهدید قرار داده، و پیامدها و چالش‌های گستردۀ اجتماعی، اقتصادی، سیاسی، فرهنگی، مذهبی، و فلسفی را برای جوامع، دولت‌ها، حکومت‌ها، و سازمان‌های بین‌المللی به‌وجود آورده است؛ به‌طوری که، جامعه و شهروندان از رهبرانشان انتظار دارند تا بحران را به‌صورتی اثربخش مدیریت کنند. جمهوری اسلامی ایران نیز مانند سایر کشورهای دنیا تحتِ تاثیر این بحران قرار گرفته است؛ از این‌رو، هدف این پژوهش بررسی رهبری بحران کووید-19 در ایران است. بدین منظور، بیانات و پیام‌های حضرت آیت‌الله خامنه‌ای (مدظله‌العالی)، از زمان شناسایی و اعلام عمومی نخستین موارد ابتلا به کووید-19 در ایران را تا زمان نگارش این مقاله (تعداد 58 سخنرانی و 8 پیام مرتبط با کووید-19)، مورد بررسی و تحلیل قرار گرفتند. پژوهشگران با استفاده از روش تحلیل مضمون، داده‌های حاصل از متن بیانات و پیام‌ها را مفهوم‌سازی کرده و بر اساس آن مفاهیم (229 مورد)، مضامین اولیه (72 مورد)، مضامین سازمان‌دهنده (72 مورد) و مضامین فراگیر (11 مورد) به‌دست آمد. درنهایت، با ترکیب و ادغام مضامین فراگیر نزدیک به هم، 3 بُعد 1) معنوی (توجه به معنویات)، 2) شناختی (خودشناسی، دیگرشناسی و آگاهی اجتماعی؛ درک ماهیت اصلی بحران؛ قضاوت در مورد نفع عامه)، و 3) رفتاری (تصمیم‌گیری برای مدیریت بحران؛ مفهوم‌سازی و انتقال ماهیت بحران ادراک‌ شده برای جامعه و سایر ذینفعان؛ به-کارگیری از قدرت سیاسی برای بسیج امکانات و منابع و کنار هم قرار دادن افراد، گروه‌ها و سازمان‌های واگرا و حتی دارای هدف‌های متعارض؛ گفتمان‌سازی و معماری فرهنگی؛ الهام‌بخشی و برانگیختن انگیزه‌های درون‌فردی؛ یادگیری بحران؛ رهبری بحران پس از بحران) از رهبری حکیمانۀ بحران شناسایی شد. نتیجه‌گیری و پیشنهاد‌ها در متن مقاله ارائه شده است.

crisis wise leadership; ayatollah khamenei’s leadership in facing the covid-19 pandemic crisis

covid-19 pandemic is a crisis that has occupied billions of people all over the world, threatening every human being on earth, and the consequences and extensive social, economic, political, cultural, religious, and philosophical challenges. has created for societies, governments, governments, and international organizations; so, society and citizens expect their leaders to manage the crisis effectively.like other countries in the world, the islamic republic of iran has been affected by this crisis. therefore, the purpose of this research is to investigate the leadership of the covid-19 crisis in iran. for this purpose, the statements and messages of hazrat ayatollah khamenei, from the time of the identification and public announcement of the first cases of covid-19 in iran until the time of writing this article (number of 58 speeches and 8 messages related to covid) 19), were investigated and analyzed. using the method of theme analysis, the researchers conceptualized the data obtained from the text of statements and messages and based on that concepts (229 cases), primary themes (72 cases), organizing themes (72 cases) and overarching themes (11 items) were obtained.finally, by combining and integrating overarching themes, 3 dimensions: 1) spiritual (attention to spirituality), 2) cognitive (self-knowledge, other-knowledge and social awareness; understanding the main nature of the crisis; judgment about the public interest), and 3) behavioral (decision making for crisis management; conceptualizing and conveying the perceived nature of the crisis to the society and other stakeholders; using political power to mobilize facilities and resources and bring people, groups and organizations together. divergent and even having conflicting goals; cultural architecture and discourse creation; inspiring and provoking intra-personal motivations; crisis learning; post-crisis crisis leadership) were identified as wise crisis leadership. conclusions and suggestions are presented in the text of the article.
