الگوی بومی مدیریت راهبردی تحوّل مبتنی‌بر منظومه فکری رهبر معظم انقلاب

تحقیق حاضر به‌منظور ارائه الگوی بومی مدیریت راهبردی تحوّل انجام شده و ضمن درنظرداشتن توامان نگاه راهبردی و تحوّلی، برای شناخت مساله، وضع مطلوب را ترسیم کرده و سپس با تعیین سنجه‌های وضع مطلوب، به تحلیل وضع موجود می‌پردازد. در ادامه نیز با تحلیل شکاف، برای پاسخ به نظام مسائل سازمان، راهبردها و برنامه‌های عملیاتی را با نگاهی بومی و مبتنی‌بر آرمان‌گرایی واقع‌بینانه مطرح می‌کند. روش پژوهش حاضر تحلیل مضمون بوده است. در این تحقیق از رویکرد «شبکه مضامین» بهره گرفته شده است. در این رویکرد، نقشه‌ای شبیه به شبکه (تارنما) به‌عنوان اصل سازمان‌دهنده و روش نمایش تحلیل مضمون ارائه می‌شود. شبکه مضامین، براساس روندی مشخص، مضامین پایه، سازمان‌دهنده و فراگیر را نظام‌مند می‌کند؛ سپس این مضامین به‌صورت نقشه‌های شبکه تارنما، رسم شده و مضامین برجسته هر یک از این سه سطح همراه با روابط میان آن‌ها نشان داده می‌شود. منبع اصلی جمع‌آوری اطّلاعات جهت کُدگذاری، مجموعه بیانات و مستندات مکتوب رهبر معظم انقلاب در موضوعات مدیریت، برنامه‌ریزی و تحوّل بوده که ازطریق جست‌وجوی کلیدواژگان و متن‌خوانی انجام شده است. درنهایت، شبکه مضامین به‌دست‌آمده ترسیم گردیده و مضامین سازمان‌دهنده مدل مشتمل بر موارد ذیل بوده است: نیازشناسی و نیازسنجی، شناخت وظایف و مقاصد، هدف‌گذاری و هدف‌شناسی، شناخت وضعیت و موقعیت، مسیرشناسی و برنامه‌ریزی و اجرای آن. الگوی بومی تحقیق حاضر، ضمن سادگی و شفافیت، جامعیت لازم در حوزه تخصّصی مدیریت راهبردی تحول را نیز دارد و می‌تواند برای سازمان‌ها و نهادهای دولتی و حاکمیتی مورداستفاده قرار گیرد.

the native model of strategic development management based on the intellectual system of the supreme leader

the present study was conducted in order to present a native pattern of strategic management and, while considering the strategic and transformation, to identify the problem, depicts the desired status and then analyzes the status quo by determining the desirable status. in addition, by analyzing the gap, to respond to the system of organization issues, he proposes operational strategies and programs with an indigenous and realistic idealistic perspective. in this research, the thematic network approach has been used. in this approach, a networklike map (a web) is presented as the organizing principle and method of displaying thematic analysis. the thematic network systematizes basic themes, organizing themes, and inclusive themes based on a specific process; these themes are then plotted as web maps, and the prominent themes of each of these three levels are shown along with the relationships between them. the main source of information for coding was the collection of statements and written documents of the supreme leader on management, planning, and transformation, which was done through keyword search and text reading. finally, the network of themes obtained was drawn and the themes organizing the model included the following: needs assessment, knowledge of tasks and goals, goal setting and purposefulness, status and position recognition, route planning, and planning and implementation. the native model of the present study, in addition to simplicity and transparency, has the necessary comprehensiveness in the specialized field of strategic change management and can be used for governmental organizations and institutions.
