تبیین و تحلیل کیفیت آمایش آموزش عالی از منظر امام خامنه‌ای

سند آمایش آموزش عالی به عنوان نقشۀ راه آموزش عالی برای ارتقای بهره‌وری، بهبود کیفیت و نظم‌دهی به فعالیتهای آموزش عالی تدوین شده، ولی اجرای آن سالهاست با چالشهایی مواجه است. هدف: با عنایت به اهمیت موضوع، این پژوهش به تبیین و تحلیل کیفیت آمایش آموزش عالی از دیدگاه امام خامنه‌ای پرداخته است. روش: روش تحقیق، کیفی و از نوع کاربردی بود. برای تجزیه و تحلیل داده‌ها از روش تحلیل مضمون استفاده شد. یافته‌ها: بر اساس یافته‌های پژوهش، 73 مضمون پایه، 19 مضمون سازمان‌دهنده و شش مضمون فراگیر استخراج شد. نتایج: از منظر امام خامنه‌ای، ساختار و عملکرد آموزش عالی نیازمند آمایش، تحول و بهینه‌سازی است و برای تحقق این امر باید بر اساس آمایش سرزمینی، ماموریت و مسئولیت هر دانشگاه در نقشۀ جامع علمی کشور مشخص و مطالبه شود؛ نیازسنجی علمی انجام و توازن بین رشته‌های علمی و تناسب بین رشته‌ها با نیازهای کشور ایجاد شود؛ از مقاله‌محوری بی‌هدف پرهیز و پژوهشهای دانشگاهی، شاخصهای ارزیابی و ارتقا از مقاله‌محوری به رفع نیازها و حل مسائل کشور تغییر یابد؛ علوم نافع، کاربردی و مهارت‌محور توسعه یابد؛ از علم ترجمه‌ای محض در حوزۀ علوم انسانی، پرهیز شود و توسعه و کاربرد علوم بر اساس مبانی فرهنگ توحیدی و با رویکرد تمدنی، اصلاح و جهت‌دهی شوند؛ تولید علم و جهش علمی تمدن‌ساز به صورت جهادی پیگیری شود، به طوری که به عبور از مرزهای دانش کنونی، فتح قله‌های علمی و کسب مرجعیت علمی در جهان بیانجامد.

explanation and analysis of the quality of regional planning and mission orientation in higher education from the perspective of imam khamenei

the purpose of this research is to analyze the quality of mission orientation in higher education from imam khamenei’s point of view.thematic analysis method was used to analyze the data and 73 basic themes,19 organizing themes and six overarching themes were extracted.based on the results of the research the structure and performance of higher education needs improvement, transformation and optimization, and in order to achieve this, the mission and responsibility of each university should be specified;scientific needs assessment should be carried out and a balance between scientific disciplines and the compatibility between disciplines with the needs of the country should be established;avoiding aimless essays and university researches,evaluation and promotion indicators should be changed from essays to meeting the needs and solving the country’s problems;useful, applied and skill-oriented sciences should be developed;avoid purely translational science in the field of humanities,and develop and use sciences based on the principles of monotheistic culture and with a civilizational approach,be modified and directed;the production of science and the scientific leap that builds civilization should be pursued in a jihadist manner, in such a way that it leads to crossing the borders of current knowledge conquering scientific peaks and gaining scientific authority in the world
