ﻫﺪف: ﻫﺪف از ﺗﺤﻘﯿﻖ ﺣﺎﺿﺮ، رﺗﺒﻪ ﺑﻨﺪی ﺷﺎﺧﺺ ﻫﺎی ﺑﺎزدارﻧﺪه از ﺗﺨﻠﻔﺎت اداری ﺑﺎ روﯾﮑﺮد آﻣﻮزهﻫﺎی اﺳﻼﻣﯽ ﺑﺎ اﺳﺘﻔﺎده از ﺗﮑﻨﯿﮏ ahp در ﻣﯿﺎن ﮐﺎرﮐﻨﺎن ﺳﺎزﻣﺎن ﺗﺄﻣﯿﻦ اﺟﺘﻤﺎﻋﯽ ﺗﻬﺮان ﺑﺰرگ ﺑﻮده اﺳﺖ. روشﺷﻨﺎﺳﯽ: روش ﭘﮋوﻫﺶ آﻣﯿﺨﺘﻪ ﮐﯿﻔﯽ و ﮐﻤﯽ و از ﻧﻮع اﮐﺘﺸﺎﻓﯽ اﺳﺘﻔﺎده ﺷﺪه اﺳﺖ. ﺟﺎﻣﻌﻪ آﻣﺎری در ﺑﺨﺶ ﮐﯿﻔﯽ ﺗﺤﻘﯿﻖ، ﺷﺎﻣﻞ ﻣﺘﻮن اﺳﻼﻣﯽ ﻣﻮردی ﮐﺘﺎب ﻧﻬﺞ اﻟﺒﻼﻏﻪ ﺑﻮده و در ﺑﺨﺶ ﮐﻤﯽ، ﺷﺎﻣﻞ ﻣﺪﯾﺮان، ﺳﺮﭘﺮﺳﺘﺎن و ﮐﺎرﺷﻨﺎﺳﺎن ﻣﺒﺎرزه ﺑﺎ ﺗﺨﻠﻔﺎت اداری ﺳﺎزﻣﺎن ﺗﺄﻣﯿﻦ اﺟﺘﻤﺎﻋﯽ ﺗﻬﺮان ﺑﺰرگ ﺑﻪ ﺗﻌﺪاد 245 ﻧﻔﺮ ﺑﻮد ﮐﻪ ﺣﺠﻢ ﻧﻤﻮﻧﻪ ﮐﻤﯽ ﺑﺎ اﺳﺘﻔﺎده از ﺟﺪول ﻣﻮرﮔﺎن ﺷﺎﻣﻞ 150 ﻧﻔﺮ ﺗﻌﯿﯿﻦ ﺷﺪه اﺳﺖ. ﯾﺎﻓﺘﻪ ﻫﺎ: ﺑﺮ اﺳﺎس ﯾﺎﻓﺘﻪﻫﺎی ﺗﺤﻠﯿﻠﯽ ، ﺗﻌﺪاد 348 ﺗﻢ ﻓﺮﻋﯽ ﺑﺎ رﻋﺎﯾﺖ اﺻﻞ ﻣﻌﻨﺎﺷﻨﺎﺳﯽ ، در ﺳﻪ ﺳﻄﺢ ﭘﯿﺸﮕﯿﺮی، ﺗﻌﺎﻟﯽ ﺑﺨﺸﯽ و ﻣﻮاﺟﻬﻪ درﻣﺎن( در ﺧﺼﻮص ﺑﺎزدارﻧﺪﮔﯽ از ﺗﺨﻠﻔﺎت اداری اﺳﺘﺨﺮاج ﮔﺮدﯾﺪ. در ﻧﻬﺎﯾﺖ ﻃﯽ ﻫﻢاﻧﺪﯾﺸﯽ ﺑﺎ ﺧﺒﺮﮔﺎن ﺣﻮزوی، ﺑﺎ ﺗﻮﺟﻪ ﺑﻪ ﻫﻤﭙﻮﺷﺎﻧﯽ ﻣﻔﺎﻫﯿﻢ، در 7 ﺗﻢ اﺻﻠﯽ و 34 ﺗﻢ ﻓﺮﻋﯽ دﺳﺘﻪ ﺑﻨﺪی ﺷﺪﻧﺪ . ﻧﺘﯿﺠﻪ ﮔﯿﺮی: در رﺗﺒﻪﺑﻨﺪی ﻣﻌﯿﺎرﻫﺎی اﺻﻠﯽ ﺑﺎ اﺳﺘﻔﺎده از ﺗﮑﻨﯿﮏ ﺗﺤﻠﯿﻞ ﺳﻠﺴﻠﻪ ﻣﺮاﺗﺒﯽ ahp ، ﻣﻌ ﯿﺎر ﺗﻌﺎﻟﯽ ﺑﺨﺸﯽ ﻓﻀﺎﺋﻞ اﺧﻼﻗ ﯽ و ﻣﻌﻨﻮی 0/358 در رﺗﺒﻪ اول، ﻣﻌﯿﺎر ﺳﺎز و ﮐﺎرﻫﺎ ی ﺣﻞ ﮐﻨﻨﺪه 0/215 در رﺗﺒﻪ دوم، ﻣﻌﯿﺎر ﺳﺎز و ﮐﺎرﻫﺎ ی ارزﺷﯿﺎﺑﯽ و ﻧﻈﺎرﺗﯽ 0/137 در رﺗﺒﻪ ﺳﻮم، ﻣﻌﯿﺎر ﺳﺎز و ﮐﺎرﻫﺎی ﮔﺰﯾﻨﺸﯽ و ﺑﮑﺎرﮔﻤﺎری 0/125 در رﺗﺒﻪ ﭼﻬﺎرم، ﻣﺮدم داری و ﺣﺴﻦ ﻣﻌﺎﺷﺮت اﺟﺘﻤﺎﻋﯽ 0/062 در رﺗﺒﻪ ﭘﻨﺠﻢ، ﺳﺎز و ﮐﺎرﻫﺎی ﺳﺎﺧﺘﺎری 0/056 در رﺗﺒﻪ ﺷﺸﻢ و ﻣﻌﯿﺎر ﭘﺮﻫﯿﺰ از و ﯾﮋه ﺧﻮاﻫﯽ 0/047 در ﺟﺎﯾﮕﺎه آﺧﺮ ﻗﺮار دارد.

Abstract
|
objective: the purpose of this study was to rank the indicators of deterrence of administrative violations with the approach of islamic teachings using the ahp technique among the employees of the social security organization of greater tehran.methodology: the research method is mixed (qualitative and quantitative and exploratory type has been used. the statistical population in the qualitative part of the research includes islamic texts (case study of nahj al-balagheh book and in the quantitative part included managers, supervisors and experts in combating administrative violations of the greater tehran social security organization, numbering 245 people. morgan is set to include 150 people. the researcher-made questionnaire tool has been used in a small part. quantitative content validity (cvr was used to assess the validity and the reliability of the questionnaire was calculated 848% using cronbach’s alpha coefficient, which indicates the high validity and reliability of the tools used in the research (questionnaire . ahp technique has been used in the analysis and ranking of deterrent indicators of administrative violations.results: based on the analytical findings, 348 sub-themes were extracted in three levels (prevention, excellence and exposure (treatment regarding the prevention of administrative violations, observing the principle of semantics. finally, in collaboration with the seminary experts, due to the overlap of concepts, they were categorized into 7 main themes and 34 sub-themes.conclusion: in ranking the main criteria using ahp hierarchical analysis technique, the criterion of excellence of moral and spiritual virtues (0.358 in the first place, the criterion of solving mechanisms (0.215 in the second place, the criterion of mechanisms evaluation and monitoring (0.137 in the third place, criteria of selective-employment mechanisms (0.125 in the fourth place, democracy and good social relations (0.062 in the fifth place, structural mechanisms (0.056 is in the sixth place and the criterion of avoiding specialization (0.047 is in the last place.
