نوگرایی و خلاقیت در تغییرات پلیس قرن بیست و یکم

زمینه: پلیسی که ما امروزه می‌شناسیم، در سال‌های اولیه‌ خود مسیر سختی را پیموده است و دارای منشا تکثرگرا و چند مرکزی بوده است. لذا محیط پیرامونی ما به سرعت در حال تغییر است بر این اساس روسای پلیس آینده هر روزه با انتخاب‌های مهمی مواجه خواهند شد. هدف: هدف مقاله حاضر این است که نوگرایی و خلاقیت چه تغییراتی در پلیس قرن بیست و یکم ایجاد کرده و آیا این نوگرایی در ماموریت پلیس موثر بوده و آیا پلیس به طور مستقیم از دانش نوآورانه بهره‌مند می‌شود یا از فن‌آوری موجود سود می‌جوید. روش پژوهش: روش به کار رفته در مقاله حاضر از لحاظ ماهیت کاربردی بوده و از نوع توصیفی تحلیلی است. یافته‌ها: در نیمه‌ی دوم قرن بیستم ، ناگهان فعالیت پلیسی متحول شد. یک انقلاب خاموش اتفاق افتاده بود. پلیس غیردولتی به طور فزاینده‌ای رشد کرده بود و انحصار پلیس بر فعالیت پلیسی به سرعت در حال محو شدن بود. موجی که توقف‌ناپذیر به نظر می‌رسید و به نظر می رسید که همواره به یک جهت حرکت خواهد کرد، ناگهان تغییر جهت داد و فروکش کرد. شواهد مبنی بر بازسازی این پلیس چند مرکزی، رشد امنیت خصوصی بود که امروزه در بیشتر نقاط جهان (به لحاظ تعداد کارکنان) بزرگ‌تر از پلیس دولتی است. نتیجه گیری: به طور خاص، فعالیت پلیسی، شغلی مربوط به مردم و اطلاعات است. بنابراین رهبران و مدیران پلیس در تمامی کشورها نیاز دارند که به روشنی از روندها آگاه باشند. علاوه بر این، نیازی وجود دارد به درک اینکه اطلاعات چگونه جمع‌آوری می‌شود، مبادله می‌شود و مورد استفاده قرار می‌گیرد و همچنین پیامدهای این فعالیت‌ها نیز باید مورد بررسی قرار گیرد.

Innovation and Creativity in the 21st Century Police Changes Abstract Background: Police perspective in the mid 21st century has tremendously ‎changed and has created dreams police have in their roles in the society and it ‎might require that these dreams change so that it is to the benefit of both police ‎and the society. The police we know today have faced a difficult route and ‎possess polycentric and proliferating origins. Therefore; our environment is ‎changing rapidly. Therefore; the future police chiefs will encounter important ‎choices every day.‎ Objective: The present article intends to show what changes have innovation and ‎creativity made in the 21st century policing and that whether this innovation has ‎been effective in police mission and if police can directly benefit from innovative ‎knowledge or benefit from the existing technology.‎ Research Method: The method used in this article is of applied type in terms of ‎nature and descriptiveanalytical type, as well.‎ Findings: In the mid twenty century, policing transformed abruptly. “A silent ‎revolution” has occurred. Nongovernmental police increasingly developed and ‎police monopoly over policing was quickly fading. The wave that seemed non‎ending and appeared to move in one direction, changed direction abruptly and ‎subsided. The reconstruction based evidence of this polycentric policing was the ‎growth of private security which is now larger than governmental policing (in ‎terms of staff) in most parts of the world.‎ Conclusion: In particular, policing is a job related to “people and information”. ‎Therefore; police leaders and chiefs in all countries need to be aware of trends. In ‎addition, there is a need to understand how information is collected, exchanged ‎and used and the consequences of these activities should be investigated, as well.‎ Key Words: Innovation, Creativity, Change, Police, Challenge
