شناسایی موانع اجرای خط مشی های کارآفرینی و نوآوری در برنامه های توسعه جمهوری اسلامی ایران

زمینه: اجرای صحیح و مطلوب خط مشیهای کارآفرینی به عنوان محرک نوآوری و رشد اقتصادی، نقش کلیدی در توسعه اقتصادی و ظهور اقتصادهای مبتنی بر دانش و نوآوری دارد.مرحله اجرا یکی از مهمترین و پرچالشترین مراحل فرایند خط مشی گذاری میباشد. این مرحله نقطه آغازین تحقق هدف ها است عوامل متعددی میتوانند در اجرای یک خط مشی نقش داشته باشند. محققان هر یک به نوبه خود، عوامل موثر بر اجرای موفق یک خط مشی را بیان کردند توجه نداشتن به این عوامل میتواند در اجرای خط مشیها چالش ایجاد کند. هدف: هدف این پژوهش دستیابی به مهم ترین موانع اجرای برنامه های توسعه در حوزه کارآفرینی است. روش: این تحقیق از نظر هدف کاربردی، از نظر گردآوری داده ها کیفی و با استفاده از تکنیک مصاحبه عمیق با 14 نفر از صاحب نظران صورت گرفته است. روش نمونه گیری هدفمند و ملاک تعیین حجم نمونه، اشباع نظری است که در نمونه دوازدهم اشباع نظری حاصل شد. همچنین برای تحلیل داده ها از کدگذاری باز و محوری استفاده شد. یافته ها: موانع اجرا عبارتند از: موانع ماهیتی (فقدان متولی واحد، عدم استانداردسازی قوانین، تعدد قوانین و عدم همسویی قوانین)، موانع مشارکتی (عدم مشارکت مجریان و ذینفعان )، موانع مربوط به مجریان (نبود مسئولیت پذیری در مجریان، فقدان آموزش مناسب برای مجریان، ضعف و ناکارآمدی مجریان، فقدان هماهنگی مناسب بین مجریان و تغییر مجریان کارآمد)، موانع محیطی (شرایط محیطی نامناسب، ساختار اداری نامناسب، اراده سیاسی ناکافی و عدم پایبندی به برنامه)، موانع پیاده‌سازی (عدم نیازسنجی برای اجرا، زمان اجرا نامناسب، فقدان ابزار اجرا و ظرفیت ناکافی اجرا) و موانع نظارتی (نظارت نامناسب بر اجرا، فقدان ضمانت اجرایی، وجود دستگاههای نظارتی مستقل، ابزار نامناسب ارزیابی و عدم دریافت و انعکاس بازخور) نتیجه گیری: با توجه به نتایج این تحقیق مطمئن ترین مسیر پیش روی کشور در راستای دستیابی به اهداف مندرج در برنامه های توسعه، ایجاد ساختاری مناسب در جهت تدوین خط مشیهای مطلوب، تعیین متولی اجرا و استفاده از نظرات ذینفعان است. از سوی دیگر، پایبندی به اسناد برنامه های توسعه و الزامات اجرایی توسط دولتها و مدیران ارکان مختلف در طول ادوار مختلف نیز، در این امر خطیر موثر می باشد.

Identifying the Barriers in Implementing Entrepreneurship and Innovation policy in Development Plans of the Islamic Republic of Iran

Background:Proper and desirable implementation of entrepreneurship policies as a driver of innovation and economic growth plays a key role in economic development and the emergence of knowledgebased economies. The implementation phase is one of the most important and challenging stages of the policy process. This stage is the starting point for realizing the goals. Several factors can play a role in the implementation of a policy. The researchers, in their turn, described the factors influencing the successful implementation of a script, pgnoring attention to these factors con challenge the implementation of the policies. Purpose: The objective of this research is to achieve the most important barriers in the implementation of development programs in the field of entrepreneurship. Method: This study was conducted in terms of practical purpose, collecting qualitative data and using a deep interview technique with 14 experts and development program executives. The purposeful sampling method and the criterion for determining the sample size is the theoretical saturation obtained in the 12th theoretical saturation, Also for data analysis, open and axial coding was used. Findings: obstacles include: the nature (the lack of a single custodian, the lack of the standardization of laws, the multiplicity of rules and the nonalignment of the rules), participatory (lack of participation of actors and lack of Stakeholder participation), executives (lack of commitment and accountability in the executives, lack of appropriate training for administrators, weaknesses and inefficiencies of the executives, lack of proper coordination between executives and change of effective implementers), environmental barriers (conditions Inappropriate environment, inadequate administrative structure, inadequate political will, and lack of commitment Implementation (no need for implementation, inadequate execution time, lack of implementation tools and inadequate implementation capacity), and regulatory (lack of proper oversight of implementation, lack of enforcement, the existence of devices and independent monitoring system, inappropriate tools Evaluation and nonreceipt and reflection feedback). Conclusion: According to the results of this research, the country’s most reliable way to achieve the goals set out in the development plans is to create an appropriate structure for the formulation of desirable polices, the determination of the executor and the use of comments, stakeholders.
