تاثیر خلاقیت و شیوه های نوآورانه دانش پلیسی در پیشگیری و کشف جرم

زمینه: تاثیر خلاقیت و نوآوری در پیشگیری وکشف جرم موجب می‌شود پلیس بتواند نقش بسیارمهمی ایفا کند و موجب گردد تا در رویارویی با تبهکاران با استفاده از شیوه های خلاقانه و نوآورانه، رسالت خویش را بطور اثربخش به انجام برساند. در حقیقت پایه و اساس روزآمدی پلیس خلاقیت است و تنها با استفاده از خلاقیت می‌تواند مسائل خود را شناسایی کند. هدف: هدف مقاله حاضر این است که دانش نوآورانه و خلاقانه چه تاثیری در ماموریت پلیس در پیشگیری و کشف جرم دارد و آیا پلیس به طور مستقیم از دانش نوآورانه بهره‌مند می‌شود یا از فناوری موجود سود می‌جوید. روش پژوهش: روش به کار رفته در مقاله حاضر از لحاظ ماهیت کاربردی بوده و از نوع توصیفی تحلیلی می‌باشد. یافته‌ها: پلیس چهار دوره را پشت سر گذاشته است، که اولین رویکردهای جدید پلیسی برای ورود به عرصه نوآوری پلیس جامعه محور است که شیوه‌های آن، متنوع است و اغلب در طول زمان دستخوش تغییراتی شده است. اما هر چه تغییرات نوآورانه در پلیس بیشتر به وقوع بپیوندد، اثرات مثبت و فواید زیادی برای جامعه دارد. نوآوریهای پلیس را در می‌توان به چهار دسته مجزا مانند برنامه ریزی ، اجرائی ، فنی و راهبردی دسته بندی کرد. نتیجه گیری: از دهه 1980 پلیس توانسته از دانش های نوآورانه در ماموریت‌های خود بیشتر استفاده کند که این امر نه تنها در وقت صرفه جویی نموده بلکه فرآیند پیشگیری و کشف جرم را کوتاه نموده است و از طرفی با بکارگیری رایانه‌ها توانسته بوسیله مدلهای مختلف رایانه‌ایی تحلیل جرایم به نسبت توزیع جغرافیایی جرم و مقابله با آن، وقوع جرایم در آینده را نیز پیش بینی و برای مقابله با آن چاره اندیشید. لذا نوآوری و خلاقیت موجب می‌شود، سالانه به طور معمول بیش از 130 میلیون یورو، ارزش وقت برای پلیس صرفه جویی می‌شود.

The Effect of Creativity and Innovative Techniques of ‎Police Knowledge on Crime Prevention and Detection ‎

Abstract Background: The effect of creativity and innovation on crime prevention and detection causes police to play a very important role and helps police to implement their objectives using creative and innovative methods in confronting criminals. In fact, creativity is the basis and pillar of police updated status and only by applying creativity can police identify their various issues. Aim: This article is intended to determine what effects the creative and innovative knowledge has on police missions in preventing and detecting crimes and it seeks to ascertain whether the police can directly benefit from innovative knowledge or utilize the present technology. Research Method: The method used in this article is of applied type from quality or nature point of view and it is of descriptive – analytical type. Findings: The police have spent four periods which is the first new police approach to enter the innovative domain of community policing whose methods are different and often face changes in the course of time. But the more innovative changes happen more often in police, the more positive and benefits it will offer for the society. Police innovations can be divided into four categories such as planning, executive, technical and strategic. Conclusion: Since 1980s police have been able to apply more innovative knowledge in their missions which not only it has saved time but it has also reduced the process of crime prevention and detection and in addition, by using computers, police have been also able to predict the occurrence of crimes in the future through various computerized crime analysis models in regard to crime hot spots in order to counter them and to take necessary measures to fight against them. Therefore; innovation and creativity contribute to normally saving 130 million Euros worth of police time.
