آسیب‌ شناسی جایگاه محیط زیست در اولویت‌گذاری حوزه‌های علم و فناوری انرژی مورد مطالعه: صنعت نفت و گاز کشور

موضوع: بررسی مسائل و چالش ‌های اولویت ‌گذاری علم و فناوری به‌ عنوان یکی از مهم‌ترین ابزارهای سیاست‌گذاران و تصمیم‌گیران در سطوح ملی و سازمان از اهمیت بالایی برخوردار است.هدف: این پژوهش با هدف آسیب‌شناسی اولویت‌گذاری علم و فناوری انرژی در صنعت نفت و گاز ایران و شناسایی پارادایم فعلی اولویت‌گذاری تدوین شده‌است.روش: پژوهش با استفاده از روش‌شناسی تئوری «داده بنیاد» و انجام کدگذاری باز، محوری و انتخابی بر روی مصاحبه‌های نیمه ‌ساختار‌یافته خبرگان حوزه صنعت ‌نفت و گاز، انجام پذیرفته‌است.یافته‌ها: یافته‌های پژوهش 6 مقوله «مشکلات زیست‌محیطی و اقتصادی»، «تولیدمحوری»، «پارادایم سیاست صنعتی»، «ضعف ساختار، ارتباطات و سیاست‌ها»، «فشارهای سیاسی اجتماعی، اقتصادی و فنی»، «ضعف آمار و اطلاعات» را به‌عنوان مقولات اصلی آسیب‌های اولویت‌گذاری علم و فناوری مبتنی بر محیط‌زیست در صنعت نفت و گاز نشان می‌دهد.نتایج: نتایج پژوهش حاکی از آن است که «تولیدمحوری» یا اولویت‌گذاری مبتنی بر توسعه اقتصادی، مهم‌ترین راهبرد صنعت نفت و گاز در سال‌های گذشته بوده‌است و «مشکلات زیست‌محیطی و اقتصادی»، به‌عنوان مهم‌ترین پیامد و نشانه‌های این راهبرد در صنعت نفت و گاز تعیین گردید. راهبرد «تولیدمحوری» متاثر از سه مقوله «پارادایم سیاست صنعتی» به‌عنوان پدیده محوری، «ضعف ساختار، ارتباطات و سیاست‌ها» به‌عنوان عوامل اصلی داخلی و «فشارهای سیاسی، اقتصادی و اجتماعی» به‌عنوان مهم‌ترین شرایط خارجی مداخله‌گر، می‌باشد. در انتها پیشنهاد شده‌است همگام با تغییر پاردایم اولویت‌گذاری علم و فناوری به «ماموریت گرای نوین»، لازم است تا مدیران صنعت نفت و گاز، رفع چالش‌های «زیست‌محیطی» و «اقتصادی» و «حاکمیتی» را در اتخاذ فناوری‌هایی با اهداف زیست‌ محیطی جستجو نمایند.

pathology of the environment in energy science and technology sectors’ prioritization case study: iran’s oil and gas industry

subject: examining the issues and challenges of prioritizing science and technology is of great importance as one of the most important tools of politicians and decision makers at the national and organizational levels.objective: this research was compiled with the purpose of pathology of prioritizing energy science and technology in iran’s oil and gas industry and identifying the current prioritization paradigm. method: the research was carried out using the methodology of “grounded theory & and open, central and selective coding on semi-structured interviews of experts in the field of oil and gas industry. findings: the findings of the research included six categories: &environmental and economic problems&, &production strategy&, &industrial policy paradigm&, &weakness of structure, communication and policies&, &social, economic and technical political pressures&, &weakness of statistics and information&. the title of the main categories shows the problems of prioritizing science and technology based on the environment in the oil and gas industry. results: the results of the research indicate that & production strategy& or prioritization based on economic development has been the most important strategy of the oil and gas industry in the past years and &environmental and economic problems& as the most important consequences and signs of this strategy in the oil and gas industry. the &production strategy& is influenced by the three paradigm categories of &industrial policy paradigm& as the central phenomenon, &weakness of structure, communication and policies& as the main internal factors and &political, economic and social pressures& as the most important external interfering conditions. in the end, it is suggested that along with the change of science and technology prioritization paradigm to &new mission oriented&, it is necessary for oil and gas industry managers to seek solutions to environmental and economic and governance challenges in adopting technologies with environmental goals.
