بازخوانی وضعیت تحصیل کردگان ایرانی در چرخه مهاجرت های بین المللی

مهاجرت متخصصان نوعی برون کوچی آگاهانه و هدفمند نیروی انسانی برخوردار از سرمایه و دانش است و بی شک مطالعه الگوهای مهاجرتی جامعه ایران به ویژه تحصیل‌کردگان در دوران معاصر یکی از مهمترین الزامات پژوهشی در راستای منافع ملی خواهد بود. جمهوری اسلامی ایران به عنوان یکی از مهمترین کریدورهای مهاجرتی موقعیت استراتژیکی دارد چراکه به طور همزمان کشور مبدا، ترانزیت و مقصد میلیون‌ها مهاجر می باشد.هدف اصلی این پژوهش فراتحلیل مطالعات صورت گرفته در خصوص چرایی مهاجرت در میان‌ذهنیت تحصیلکردگان (با تاکید بر تحصیلات دانشگاهی) و تاثیر آن بر الگوهای رفتاری و تعلق اجتماعی آنان است؛ در این پژوهش، مهاجرت تحصیل‌کردگان براساس سطوح سه گانه چرخه مهاجرت انجام خواهد شد: تحلیل رفتارهای برون کوچی تحصیل‌کردگان با اهداف آموزشی (ادامه تحصیل/ فعالیت در دانشگاه)، بحث پایداری و ماندگاری مهاجران تحصیل‌کرده در مقصد و همچنین کنش‌های فراملی‌گرایانه و همچنین مهاجرت بازگشتی تحصیل‌کردگان به کشور مبدا مورد مطالعه قرار خواهد گرفت که به تولید و تجمیع ادبیات نظری و عملی در حوزه مهاجرت تحصیل‌کردگان خواهد انجامید.روش این پژوهش مبتنی بر فراتحلیل 154 سند در قالب مقاله، طرح پژوهشی و کتاب می باشد.لازم به ذکر است تمرکز بر مهاجرت تحصیل‌کردگان تمام اشکال مهاجرتی را پوشش داده است و نه صرفا مهاجرت‌های تحصیلی و کاری. بازه زمانی تحقیقات مورد نظر بعد از انقلاب را شامل می‌شود و تحقیقات داخلی و بین المللی با وزن مساوی مورد نظر بوده است.

evaluation of educated iranians’ situation in the cycle of international migration

the migration of professionals is a kind of conscious and purposeful emigration of human resources with capital and knowledge and studying the migration patterns of iranian society, especially educated people, in the contemporary era will be one of the most important research requirements in line with national interests. as one of the most important immigration corridors, the islamic republic of iran has a strategic position because it is the country of origin, transit and destination of millions of immigrants at the same time. the main goal of this research is meta-analysis of the studies conducted regarding the position of migration in the educated iranians’ intersubjectivity and its effect on their behavioral patterns and social belonging; the method of this research is based on the meta-analysis of 154 documents in the form of articles, research projects and books. the migration of educated people will be done based on the three levels of the migration cycle: analyzing the emigration behavior of educated people with educational goals, discussing the stability and permanence of educated immigrants in the destination and also transnational activities as well as the return migration of educated people to the country of origin will be studied, which will lead to the production and consolidation of theoretical and practical literature in the field mobility of elites.
