کارکردهای نوین دانشگاه‌ها در ارتباط با دانش، نوآوری و توسعه اقتصادی

هدف از اجرای این پژوهش، شناسایی تاثیر توانایی‌ دانشگاه‌ها بر توسعة اقتصادی است که بتواند با داده‌ها و ستانده‌ها مرتبط شود و محیط اجتماعی- اقتصادی دانشگاه‌ها را بررسی ‌کند. در بررسی جزئیات مفهوم دانشگاه‌های نسل چهارم کوشش کردیم چارچوب ساختار نسل‌های دانشگاه را بگنجانیم و در نهایت با مطالعه الگوی الماسی دانشگاه مدرن، الگوی دانشگاه مجازی را معرفی ‌نماییم. در این بررسی تاکید می‌شود که عنوان دانشگاه نسل چهارم به طور اساسی بر عناصر علمی الگوی حلزونی سه‌گانه متمرکز گردد. افزون بر آموزش، پژوهش و کاربرد دانش، کنش‌گرایی و توسعه اقتصادی به سوی آینده از هدف‌های دانشگاه‌ نسل چهارم است. با اطمینان می‌توان گفت بحث منطقی دانشگاه‌های نسل چهارم می‌تواند مفاهیم و تفکر مرتبط با توسعه اقتصادی در راستای دانشگاه، به ویژه در کشورهای کمتر توسعه‌یافته را به پیش بَرد. منظور غیرمستقیم این مطالعه آن است که به طور کلی این پژوهش را بر پایه‌های محکم‌تری بنا کنیم تا در مطالعات بعدی تحولات و کارکردهای دانشگاه‌های ایران در خلال بررسی نسل‌ها به ویژه نسل سوم و چهارم در پژوهش‌های میدانی مورد تجزیه و تحلیل قرار گیرد. در این پژوهش پرسش «دانشگاه‌ها چه می‌توانند انجام دهند» را با نمایش رفتار فعال یا غیرفعال پاسخ می‌دهیم. این مقاله به طور کلی کارکردهای نوین دانشگاه را در شرایط فعلی در کشورهای پیشرفته نشان می‌دهد. روش شناسی این پژوهش از نوع توصیفی- تحلیلی نسبت به کارکردهای جدید دانشگاه‌ها است. مهمترین یافته این پژوهش آن است که پیوند دانش با اقتصاد همراه با تکمیل رسالت اصلی تدریس و پژوهش به برنامة‌ کاری دانشگاه‌ها اضافه ‌‍شود.

new functions of universities in connection with knowledge, innovation and economic development

the purpose of this study is to conceive the potential effects of universities on economic development that can be connected to input and output. the socio-economic environment of universities is analyzed. a quick review of the third generation and fourth generation development follows. in addition to education, research and utilization of knowledge, proactive, future-oriented economic development is also a goal regarding “fourth generation” universities. the indirect purpose of our study was to make the basis of a further research, thus the analysis of “fourth generation” universities – the confirmation or the denial of their existence – can be continued. as we emphasized in our study, the naming and topic of “fourth generation (quadruple helix)” universities cannot be considered scientifically proven unless mainly focus on the academic element of the triple helix model. as in this case the university can necessarily be a dominant actor regarding local economic development. it is true that the “leaps” between the first-second, and second-third generations are more dominant. however we are sure the discussion of fourth generation universities can advance our concepts and thinking in connection with university-oriented economic development, especially in less developed countries. as a result the connection between universities and industry strengthens, so there is an opportunity of the local utilization of knowledge created in universities, which increases the competitiveness of enterprises. we presented the diamond model of modern universities and introduced a virtual university model consisting of success factors that basically affect the competitiveness of the given region.
