درآمدی بر ارزشیابی پیامدگرا در پروژه های توسعه روستایی

در چند سده اخیر و با رشد پرشتاب صنعت و فناوری در جهان، توسعه روستایی به عنوان یکی از ابعاد مهم توسعه ملی بیش از گذشته دارای اهمیت روز افزونی بوده است و لزوم نگرش نظام مند و پایدار به توسعه روستایی، فرآیند ارزشیابی پروژه ها و برنامه ها را امری مهم و کاملاً بنیادی جلوه می دهد. ارزشیابی قلب مدیریت پیامدگرا است. ارزشیابی پیامدگرا زمانی به اهداف خود دست می یابد که این فرایند در قالب چارچوبی نظام مند و جامع، با ارائه ابزارهایی صورت گیرد. لذا مقاله پیش رو با هدف معرفی ارزشیابی پیامدگرا و الزامات آن نگارش یافته است. پایش و مدیریت پیامدگرا، مبین لزوم پاسخگویی به تغییر و تحولات محیط پیرامون و افزایش درک از نحوه سازگارسازی پروژه جهت افزایش احتمال دستیابی به پیامدهای دلخواه است. آگاهی روزآمد از محدودیت های بیرونی و درونی پروژه ها کمک خواهد کرد تا مدیران و دست اندرکاران امر برداشت واقع گرایان ه ای از پیشرفت ها و تعدیلات پروژه های توسعه روستایی داشته باشند. در این مقاله سعی شده است تا مرور اجمالی بر مفاهیم ارزشیابی، رویکردهای آن، جایگاه و اهمیت ارزشیابی در پروژه های توسعه روستایی، صورت گیرد.

Introduction of Impact Assessment in Rural Development Projects

In the last few centuries and with the rapid growth of industry and technology in the world, rural development as an important aspect of national development is more important than the past, and the need for a systematic and sustainable approach to rural development, the process of evaluation of projects and programs It makes things natural and completely fundamental. Cardiac evaluation is consequential management. Impact assessment comes at a time when it comes to achieving its goals in a systematic and comprehensive framework, with tools provided. Therefore, the research is conducted using the logical framework approach of a project. Monitoring and postmarketing management implies the need to respond to changes in the surrounding environment and increase understanding of how the project is adapted to increase the likelihood of achieving desired outcomes. Proactive management has specific limitations for each project. An updated awareness of external and internal constraints will help managers and practitioners take realistic conceptions of improvements and adjustments to projects. In this paper, we have tried to review the concepts of evaluation, its approaches, its place and the importance of evaluation in rural development projects.
