بررسی سیاستگذاری مدیریت مصرف انرژی در حوزه مسکن با تاکید بر راه حل های کاربردیِ اجرا: (مورد مطالعه: شهر تهران)

این پژوهش با هدف بررسی سیاستگذاری مدیریت مصرف انرژی در حوزه مسکن در شهر تهران با تاکید بر راه حل های کاربردی انجام شده است. با توجه به اینکه ساختمان ها یکی از بزرگترین منابع اتلاف انرژی هستند و تهران به عنوان یک کلان شهر بزرگ و با جمعیت بالا، از آسیب های مصرف بالای انرژی در ساختمان ها در امان نیست، این پژوهش به بررسی سیاست ها و الزامات مبحث 19 در حوزه مسکن در شهر تهران پرداخته است. روش تحقیق توصیفی-تحلیلی و مبتنی بر مطالعات پیمایشی بوده است. جامعه آماری کلیه شهرداران استان تهران بوده و نمونه آماری شامل 38 نفر با روش نمونه گیری هدفنند انتخاب شده است. ابزار پژوهش پرسشنامه محقق ساخته و با استفاده از نرم افزار spss، داده ها تحلیل شده است. نتایج نشان داد که مبحث 19 در سطح متوسط اجرایی شده است و دو اصل رعایت سیاست عایق حرارتی در حوزه مسکن و استفاده از پنجره های دوجداره در حوزه ساختمان با وضعیت مطلوبی بوده و دیگر اصول ضعیف ارزیابی شده اند. هنچنین، نتایج آزمون فریدمن نشان داد که راهکارهای اجرایی، در سطح کمتر از 0/05 معنادار بوده اند و ملزم ساختمان نظام مهندسی به رعایت کامل مفاد مبحث 19 و عدم صدور پایان کار توسط شهرداری ها در صورت عدم ارائه تاییدیه مقررات مبحث 19 با میانگین 20/50 و تدوین برنامه های حمایتی و مالی برای ساخت و سازهای رعایت کننده مقررات با میانگین 19/70 به عنوان دو راهکار اجرایی مهم شناخته شده اند. به طور کلی، این پژوهش به اهمیت مدیریت مصرف انرژی در حوزه مسکن و نیاز به اجرای بهتر الزامات مبحث 19 در شهر تهران اشاره دارد.

investigating the policy of energy consumption management in the field of housing with an emphasis on practical implementation solutions: (case study: tehran)

this study aimed to examine the policy-making of energy consumption management in the housing sector in tehran, with an emphasis on practical solutions. given that buildings are one of the largest sources of energy waste and tehran, as a large metropolis with a high population, is not immune to the harmsof high energy consumption in buildings, this study focused on examining the policies and requirements of section 19 in the housing sector in tehran. the research method was descriptive-analytic and based on survey studies. thestatistical population included all mayors of tehran province, and a sample of 38 individuals was selected through purposive sampling. the research tool was a researcher-made questionnaire, and the data were analyzed using spsssoftware.the results showed that section 19 has been implemented at a moderate level of execution, and two principles, namely complying with the thermal insulation policy in the housing sector and using double-glazed windows in thebuilding sector, have been in a desirable state, while other principles have been evaluated as weak. moreover, the results of the friedman test showed that the executive solutions were statistically significant at a level less than 0.05, and building owners are obliged to fully comply with the contents of section 19. no completion certificate will be issued by the municipalities if the confirmation of section 19 regulations is not provided, with an average of 20.50. additionally, the development of supportive and financial programs for construction projects that comply with the regulations, with an average of 19.70, is recognized asanother important executive solution.in general, this study emphasizes the importance of energy consumption management in the housing sector and the need for better implementation of section 19 requirements in tehran.
