ارزیابی توسعه شهری از منظر سیاستگذاری عمومی با تاکید بر نقش شورای اسلامی شهر شیراز

یکی از مهمترین مولفه های دخیل در رشد و توسعه شهر سیاستگذارها می باشد. شوراهای شهر یکی از عناصر مدیریت شهری در اداره شهرها و توسعه شهر در سطح محلی نقش مهمی بر عهده گرفته است. تشکیل شوراهای اسلامی شهرها، می تواند نقطه عطفی برای مدیریت مشارکتی در ایران باشد. هدف اصلی این پژوهش هدف ارزیابی توسعه شهری از منظر سیاستگذاری عمومی با تاکید برنقش شورای ا سلامی شهر شیراز می باشد . روشتحقیق توصیفی- پیمایشی با استفاده از ابزار پرسش نامه است. جامعه ی آماری این پژوهش مدیران و سرپرستان بخش های مختلف شهرداری شیراز (خبرگان اجرایی) و اساتید دانشگاهی آشنا به موضوت تحقیق (خبرگان دانشگاهی) می باشد ، که از آن نمونه گیری به شیوه تصادفی بعمل آمد. ضمنا برای مشخص کردن حجم نمونه نیز از جدول مورگان استفاده گردید. برای تجزیه و تحلیل داده ها از نرم افزار spss و smartpls استفاده شده است، که نتایج بدست آمده در سطح اطمینان 95 درصد نشان داد اثرکلی متغیر سیاستگذاری شهری با تاکید بر نقش شورای اسلامی شهر بر توسعه شهری 0/899 است که نشان دهنده تاثیر بسیار خوب این مدل در تببین واریانس متغیر ارزیابی توسعه شهری است. همچنین نتایج حاصل از تحلیل مدل نشان داد که ضریب مسیر بینمتغیر سیاستگذاری شهری با تاکید بر نقش شورای اسلامی شهر شیراز و آگاهی بخشی عمومی (به عنوان یکی از ابعاد متغیر توسعه شهری) (0.954 x 0.899 = 0.857) بود و این ضریب مسیر در سطح اطمینان 95 درصد معنی دار است که عدد مزبور نشان دهنده تاثیر متغیر سیاستگذاری شهری در تببین واریانس آگاهی بخشی عمومی می باشد.

evaluation of urban development from the perspective of public policy with an emphasis on the role of the shiraz islamic council

one of the most important components involved in the growth and development of the city is the policymakers. city councils, one of the elements of urban management, have taken an important role in city administration and city development at the local level. the formation of islamic city councils can be aturning point for participatory management in iran. the main goal of this research is to evaluate urban development from the perspective of public policy, emphasizing the role of the shiraz islamic council. the research method is a descriptive survey using a questionnaire tool. the statistical population of thisresearch is managers and supervisors of different departments of shiraz municipality (executive experts) and university professors familiar with the research subject (academic experts), from which sampling was done randomly.in addition, morgan's table was used to determine the sample size. spss and smartpls software has been used for data analysis, and the results obtained atthe 95% confidence level showed that the overall effect of the urban policy variable with an emphasis on the role of the islamic city council on urban development is 0.899, which indicates the impact this model is very good in explaining the variance of urban development evaluation variable. also, the results of the model analysis showed that the path coefficient between thevariable of urban policy with an emphasis on the role of the shiraz islamic council and public awareness (as one of the dimensions of the urban development variable) (0.954 x 0.899 = 0.857) and this path coefficient is significant at the 95% confidence level, which indicates the effect of the urban policy variable in explaining the variance of public awareness.
