بررسی وضعیت مناسب‌سازی فضاهای شهری جهت دسترسی جانبازان و معلولین (مطالعه موردی؛ ادارات دولتی شهر ایذه)

اصل تساوی تامین دسترسی و فرصت‌های برابر برای آحاد جامعه یکی از ارکان حقوق شهروندی و پیش‌نیاز سایر خدمات است. اصل تساوی حقوق معلولین و افراد سالم حاکی از آن است که تمامی افراد جامعه اهمیت یکسانی دارند و رفع این نیاز باید اساس برنامه‌ریزی جوامع را تشکیل دهد. به همین منظور، پژوهش حاضر باهدف بررسی وضعیت مناسب‌سازی فضاهای اداری شهر ایذه در جهت دسترسی مناسب معلولین تدوین شده است. پژوهش حاضر ازنظر هدف، کاربردی- نظری و به لحاظ ماهیت و روش، توصیفی تحلیلی می‌باشد. نتایج نشان داد که میانگین رضایتمندی معلولین از فضاهای اداری شهر ایذه کمتر از میانگین فرض صفر (3) است و با توجه به میانگین نمونه‌ای (2.91) به‌دست‌آمده و همچنین سطح معناداری کمتر از 0.05؛ درمجموع، معلولین از فضاهای اداری شهر ایذه به لحاظ دسترسی مناسب راضی نیستند. همچنین طراحی محیط ادارات دولتی با توجه به آزمون تی که میانگین رعایت استانداردها را 2.54 و سطح معناداری آن را 0.001 نشان می‌دهد، با استانداردها مطابقت ندارد. بین مشارکت معلولین و رعایت استانداردهای مناسب‌سازی رابطه معنادار با ضریب همبستگی 0.592 وجود دارد. با استفاده از آزمون تی مشخص شد که میانگین اداراتی که با امور معلولین در ارتباط هستند از سطح مناسب‌تری برخوردار بوده و ادارات بهزیستی، بنیاد شهید و امور ایثارگران، کمیته امداد و تامین اجتماعی به ترتیب 3.72، 3.48، 3.056 و 2.96 می‌باشد. همچنین، به لحاظ مناسب‌سازی فضاهای اداری برای معلولین، اداره بهزیستی رتبه یک و اداره آب و فاضلاب رتبه آخر را کسب نمودند.

investigating the situation of adaptation of urban spaces for the access of the disabled (case study; government offices of izeh city)

the principle of providing equal access and opportunities for members of society is one of the pillars of citizenship rights and a prerequisite for providing other services. the principle of equal rights for the disabled and healthy people implies that all members of society are equally important. meeting this need should form the basis of community planning. the present study aims to examine the status of the adaptation of office spaces in izeh city for proper access for the disabled. the present applied-theoretical study employed a descriptive-analytical research method field study and library research techniques for data collection. also, data analysis was done to review the adaptation of urban spaces (government offices, izeh city) in 24 departments. the results show that in izeh, in terms of adapting office space for the disabled, the welfare department ranks first, and the water and sewerage department ranks last. the governor's office as a department that prepares an annual report on the performance of departments to adapt for the disabled they are ranked 11th. generally speaking, designing the government office environment does not correspond to the standards according to the t-test, showing an average of 2.86 at a significance level of 0.000. there is a significant relationship between the participation of the disabled and the observance of adaptation standards with a correlation coefficient of 0.592. the t-test results showed that the average of departments related to the affairs of the disabled has a more appropriate level, and the welfare departments, the martyr and veterans affairs foundation, the relief committee, and social security are 3.72, 3.48, and 3.056, and 2.96 respectively. also, in terms of adapting office space for the disabled, the welfare department ranked first, and the water and sewerage department ranked last.
