مکان یابی پادگان نظامی در شهر اردبیل با رویکرد پدافند غیرعامل (با استفاده از تلفیق سنجش از دور، Gis و روش های تصمیم گیری چندمعیاره)

قرار گرفتن مراکز نظامی و پادگان ها در داخل بافت شهری همزمان با گسترش افقی شهرها، مشکلات عدیده ای را در ماموریت های محوله پادگان و کاهش کارآیی آن به وجود آورده که این امر به خودی خود تهدیدی جدی در ایفای صحیح ماموریت ها محسوب می شود. در همین راستا مطالعات مکان گزینی به عنوان یکی از الزامات پدافند غیرعامل در جهت انتخاب نقطه ای با ضریب امنیت مکانی بالا از عناصر کلیدی در موفقیت و بقای این مراکز مطرح است. پادگان تیپ 40 مستقل ارتش اردبیل از جمله مراکز نظامی است که با توجه به رشد شهر، در حوزه مسکونی شهر قرار گرفته و با توجه به ماهیت آن، فضای وسیعی را در اختیار دارد که در صورت خروج پادگان علاوه بر به وجود آمدن فضا برای توسعه شهری، پیامدهای امنیتی که این مرکز با خود دارد نیز برطرف می شود. با توجه به قرارگیری تیپ 40 مستقل پیاده ارتش در کاربری های شهری اردبیل و لزوم انتقال آن در برنامه های توسعه تدوین شده، این پژوهش به دنبال یافتن مکانی مناسب و بهینه برای این پادگان نظامی در شهرستان اردبیل است. پژوهش حاضر از نوع توصیفی تحلیلی بوده که با بکارگیری سامانه های اطلاعات جغرافیایی و سنجش از دور و مدل تحلیل شبکه ای اقدام به جمع آوری و تجزیه و تحلیل اطلاعات شده که پس از تعیین معیار های مناسب در مکان یابی در محیط gis پهنه های مناسب برای ایجاد پادگان مشخص و در نهایت با استفاده از روش خطی وزن داده شده، مناطق مناسب به عنوان بهترین نقاط با اولویت های اول تا سوم برای جانمایی پادگان تعیین گردید.

Locating military bases with passive defense approach and using a combination of remote sensing and MCDM

In terms of methodology, the present study was descriptiveanalytic. Using geographic and measurement systems and the network analysis model, we compiled and analyzed the information that was obtained after determining the criterion The appropriate areas for locating in the GIS environment were the appropriate zones for the establishment of a specific garrison and finally, using a linear weighted method, suitable areas were selected as the best points with first to third priorities for the garrison placement.
