تحلیلی بر وضعیت تحقق‌پذیری برنامه‌ریزی کاربری اراضی طرح جامع شهر ملایر

هدف از مطالعه حاضر تحلیل وضعیت تحقق‌پذیری برنامه‌ریزی کاربری اراضی طرح جامع شهر ملایر است. طرح‌های توسعه شهری اگر به نحوی که مصوب شده تحقق یابند، منافع عمومی تامین و بسیاری از مشکلات شهری برطرف می شود. در این راستا، برای اولین بار تحقق پذیری طرح جامع شهر ملایر به عنوان یک شهر میان اندام با جمعیتی حدود 170 هزار نفر، مورد بررسی قرار گرفت. روش تحقیق به لحاظ هدف از نوع کاربردی و از لحاظ ماهیت از نوع توصیفی-تحلیلی بود. اطلاعات لازم از طرح‌های توسعه‌ای شهر استخراج گردید. نتایج نشان داد که طرح جامع شهر ملایر به مانند همه طرح‌های جامعی که در ایران با روش سنتی تهیه می‌شوند، با ضعف‌ها و تهدیدهای عام این الگو از جمله آمرانه بودن، جدایی روند تهیه طرح از مرحله اجرا، قطعیت در مکان‌یابی کاربری‌ها  و ... مواجه بوده و از تحقق پذیری اندکی برخوردار بوده است. بررسی اختصاصی طرح جامع ملایر نشان داد که به‌طور‌کلی، تحقق‌پذیری کاربری‌های پیشنهادی اندک بوده است. در این بین، کاربری‌های  تاسیسات و تجهیزات شهری، بهداشتی- بهزیستی، ورزشی، خدمات پذیرایی و جهانگردی کمتر از حد متوسط و کاربری‌های  آموزشی، اداری- انتظامی، فضای سبز و پارک جنگلی، صنعتی، مذهبی و حمل و نقل، بیش از حد متوسط و نیاز، احداث شده‌ و تنها کاربری‌های  مسکونی، درمانی، تجاری و فرهنگی تحقق پذیری متناسب با پیشنهادات طرح جامع داشته‌اند. افزایش بی‌رویه سطح و سرانه کاربری صنعتی و معابر، خسارات بیشتری را متوجه شهر ملایر نموده‌است. نوآوری پژوهش تحلیل اختصاصی تحقق پذیری طرح جامع شهر ملایر می‌باشد.

An Analysis of the Feasibility of Land Use Planning in the Malayer Master Plan

The purpose of this study is to analyze the feasibility of land use planning in the Master plan of Malayer city. If the urban development plans are implemented as approved, the public interest will be provided and many urban problems will be solved..In this regard, for the first time the Master plan realization of Malayer as a middle-sized city with a population of about 170,000 people was examined. The research methodology in terms of purpose is applied and of nature is descriptive-analytical.Needed information was extracted from the city’s development plans. The results showed that like all comprehensive plans that are prepared in Iran by traditional methods, the comprehensive plan of Malayer city, is accompanied with weaknesses and threats of this model such as authoritarianism, separation of the plan preparation process from the implementation stage, certainty in locating uses, ….., and has had little feasibility. Dedicated review of Malayer Comprehensive Plan showed that, in general, The feasibility of the proposed uses has been low. In the meantime, the uses of urban facilities and equipment, health-welfare, sports, hospitality and tourism services have been below the average. Educational, administrative and disciplinary uses, green space and forest parks, industrial, religious and transportation facilities have been constructed more than moderate and need and only residential, medical, commercial and cultural uses have been realized in accordance with the master plan proposals. In the meantime, the irregular increase in the level and per capita industrial and roads uses have caused more damage to the city of Malayer. The novelty of the research is the specific analysis of the feasibility of the comprehensive plan of Malayer city.
