سیاست نگاه به شرق امارات متحده عربی در بستر تحول موازنه قوای منطقه ای پس از 2015

در جنوب غرب آسیا اتخاذ استراتژی موازنه دور از ساحل آمریکا که برون‌سپاری برخی مسئولیت‌های هژمونیک را موجب شده، شرایط جدیدی را در منطقه به وجود آورده است. هم‌زمان این روند با نقش‌آفرینی بازیگران نوظهور در منطقه همراه شده که بر رفتار سیاست خارجی کشورهای عربی حاشیه خلیج فارس نیز در قالب سیاست نگاه به شرق تاثیر گذاشته است. چگونگی شکل‌گیری این تحولات بنیادین در نظم منطقه‌ای جنوب غرب آسیا روندی است که به وضوح می‌تواند بر پیامدهای آن نیز اثرگذار باشد. یکی از پیامدهای جدی این تحولات تغییر الگوهای دوستی و دشمنی و شکل‌گیری ائتلاف‌های جدید امنیتی است که مستقیما بر منافع بازیگران مختلف تاثیر می‌گذارد. از این حیث شناسایی این روندها و پاسخ به این مسائل کلیدی جزو مسائل راهبردی کشورهای منطقه محسوب می‌شود. در این چارچوب مقاله حاضر در پی پاسخ به این سوال است که تغییر موازنه منطقه‌ای جنوب غرب آسیا و توسعه سیاست نگاه به شرق در کشورهای عربی چگونه بر امنیت منطقه‌ای ایران تاثیر خواهد گذاشت؟ فرضیه‌ای که در پاسخ به این سوال مطرح می‌شود براین گزاره استوار است که این راهبرد به عنوان یک دوره گذار تلقی شده که متضمن فرصت‌هایی برای شکل‌دهی به ثبات استراتژیک در جنوب غرب آسیا و تهدیداتی همچون بازتعریف نظم آمریکایی در منطقه است. پژوهش حاضر با رویکرد تلفیقی و اتکاء به استراتژی قیاسی باتمرکز برنظریه موازنه تلاش می‌کند با توصیف و تحلیل، رابطه میان متغیرها را کشف کرده و فرضیه را اثبات کند.

in southwest asia, the adoption of us off-shore balancing strategy, which has caused the outsourcing of some hegemonic responsibilities, has created new situation in the region. at the same time, this process has been accompanied by the role of emerging actors in the region, which has influenced the behavior of the foreign policy of the arab states of the persian gulf in the form of a look-to-the-east policy. how these fundamental changes are changing and forming the regional order of southwest asia is a process that can clearly affect its consequences. one of the serious consequences of these developments is the change in the patterns of friendship and enmity and the formation of new security situations that directly affect the interests of regional and international actors. from this point of view, identifying these trends and responding to these key issues are among the strategic issues of the countries in the region. in this context, the current paper seeks to answer the question that how will the change in the regional balance of southwest asia and the development of the look east policy in gcc countries affect iran's regional security? the hypothesis that is raised in response to this question is based on the proposition that this strategy is considered as a transitional period that includes opportunities to shape strategic stability in southwest asia and threats such as the redefinition of the american order in the region.
