کالبدشناسی برجام در روابط اتحادیه اروپا و ایران با تاکید بر نقش تروئیکای اروپایی

از آﻏﺎز ﺑﺤﺮان ﻫﺴﺘﻪ ای، اﺗﺤﺎدﯾ ﻪ اروﭘﺎ ﺧﻮد را ﯾ ﮑﯽ از ﻃﺮﻓﻬﺎی اﺻﻠﯽ ﺣﻞ و ﻓﺼﻞ ﻣﺴﺌﻠﻪ ﻫﺴﺘﻪ ای اﯾ ﺮان ﻣﻌﺮﻓﯽ ﻧﻤﻮده اﺳﺖ و اﯾ ﻦ ﻣﻮﺿﻮع از ﺳﻮی اﯾ ﺮان ﻧﯿﺰ، ﻣﻮرد ﭘﺬﯾ ﺮش ﻗﺮار ﮔﺮﻓﺘﻪ اﺳﺖ؛ اﻣﺎ ﺗﺎﮐﻨﻮن رواﺑﻂ دو ﻃﺮف در ﻃﻮل ﺑﯿﺶ از ﺳﻪ دﻫﻪ ﻧﻪ ﺗﻨﻬﺎ ﻧﻬﺎدﯾ ﻨﻪ ﻧﺸﺪه؛ ﺑﻠﮑﻪ ﺑﺎ ﻓﺮاز و ﻧﺸ ﯿﺐ ﻫﻤﺮاه ﺑﻮده و در دوره ﻫﺎﯾﯽ ﺑﻪ ﺳﺮدی ﮔﺮاﯾﯿﺪه اﺳﺖ. اﯾ ﻦ ﻣﻘﺎﻟﻪ، ﺑﺎ اﺳﺘﻔﺎده از روش ﺗﻮﺻ ﯿﻔﯽ ﺗﺤﻠﯿﻠﯽ ﺑﻪ دﻧﺒﺎل ﺑﺮرﺳ ﯽ رواﺑﻂ اﯾ ﺮان و اﺗﺤﺎدﯾ ﻪ اروﭘﺎ ﻗﺒﻞ از ﺷﮑﻞ ﮔﯿﺮی ﺑﺮﺟﺎم و ﭘﺲ از آن ﻣﯽ ﺑﺎﺷﺪ. ﺳﻮال ﻗﺎﺑﻞ ﻃﺮح در اﯾ ﻦ ﻣﻘﺎﻟﻪ آن اﺳﺖ ﮐﻪ روﯾ ﮑﺮد اﺗﺤﺎدﯾ ﻪ اروﭘﺎ و ﺳﻪ ﮐﺸﻮر ﻣﻄﺮح اﻧﮕﻠﺴﺘﺎن، ﻓﺮاﻧﺴﻪ و آﻟﻤﺎن در ﺗﻮﺳﻌﻪ رواﺑﻂ ﺑﺎ اﯾ ﺮان از ﺷﮑﻞ ﮔﯿﺮی ﺑﺮﺟﺎم ﺗﺎ اﺗﻤﺎم رﯾ ﺎﺳﺖ ﺟﻤﻬﻮری ﺗﺮاﻣﭗ ﭼﻪ ﺑﻮده اﺳﺖ؟ در ﭘﺎﺳﺦ ﻣﯽ ﺗﻮان اﯾ ﻦ ﻓﺮﺿ ﯿﻪ را ﻣﻄﺮح ﻧﻤﻮد ﮐﻪ در زﻣﺎن اﻧﻌﻘﺎد ﺑﺮﺟﺎم، اﺗﺤﺎدﯾ ﻪ اروﭘﺎ و ﺳﻪ ﮐﺸﻮر ﻣﻄﺮح اﻧﮕﻠﺴﺘﺎن، ﻓﺮاﻧﺴﻪ، آﻟﻤﺎن ﺑﻪ ﻫﻤﺮاﻫﯽ آﻣﺮﯾ ﮑﺎ ﯾ ﮏ روﯾ ﮑﺮد ﻣﺸﺘﺮک داﺷﺘﻨﺪ؛ اﻣﺎ ﺑﺎ روی ﮐﺎر آﻣﺪن ﺗﺮاﻣﭗ و ﺧﺮوج از ﺑﺮﺟﺎم، اﺗﺤﺎدﯾ ﻪ اروﭘﺎ ﺳﻌﯽ ﮐﺮد ﺳﺎﯾ ﺮ ﻃﺮﻓﯿﻦ را ﻣﻠﺰم ﺑﻪ رﻋﺎﯾ ﺖ ﺑﻨﺪﻫﺎی ذﮐﺮﺷﺪه در ﺑﺮﺟﺎم ﮐﻨﺪ اﻣﺎ ﺑﺎ ﺑﺎزﮔﺸﺖ ﺗﺤﺮﯾ ﻤﻬﺎی اوﻟﯿﻪ و ﺛﺎﻧﻮﯾ ﻪ از ﺳﻮی آﻣﺮﯾ ﮑﺎ، اﺗﺤﺎدﯾ ﻪ اروﭘﺎ را ﻧﺎﭼﺎر ﺑﻪ اﺗﺨﺎذ روﯾ ﮑﺮدی ﻣﻨﻔﻌﻼﻧﻪ و ﻫﻤﺴﻮ ﺑﺎ اﯾ ﺎﻻت ﻣﺘﺤﺪه ﮐﺮد. ﯾ ﺎﻓﺘﻪ ﻫﺎی ﺗﺤﻘﯿﻖ ﺣﺎﮐﯽ از آن اﺳﺖ ﮐﻪ ﺳﻪ ﮐﺸﻮر اروﭘﺎﯾﯽ ﻣﺬﮐﻮر در ﻫﻤﺮاﻫﯽ ﺑﺎ آﻣﺮﯾ ﮑﺎ ﻗﺼﺪ دارﻧﺪ اﻗﺪاﻣﺎت ﻣﺮﺑﻮط ﺑﻪ اﺷﺎﻋﻪ ﻫﺴﺘﻪای، ﺗﺤﺮﯾ ﻢ ﺗﺴﻠﯿﺤﺎﺗﯽ و ﻣﻮﺷﮑﯽ ﻋﻠﯿﻪ اﯾ ﺮان را ﺣﻔﻆ ﮐﻨﻨﺪ.

this article tries to examine the relations between iran and the eu.the question that can be asked in this article is that the approach of the european union and the three countries what has happened to england, france andgermany inthe development of relations withiran since the formation of the jcpoa? in response, we can hypothesise thatat the time of the formation of the jcpoa, the eu and the three prominent countries of england, franceand and germany along with the us had a common approach; however, after trump came to power and withdrew from the jcpoa, the eu tried to force the other parties to comply with the clauses mentioned in the jcpoa. however, with the return of primary and secondary sanctions from the us, the eu was forced to adopt a passive andaligned approach with the u s. the results of the research indicate that the three european countries, together with the us, intend to maintain the measures related to nuclear proliferation and the arms and missile embargo against iran.
