نقش آمریکا در تحولات سیاسی افغانستان (2021- 2001)

افغانستان ازجمله کشورهایی است که دولت آمریکا بعد از حمله به برج‌های دوقلو توسط القاعده بیشترین تاثیر را بر تحولات سیاسی و اجتماعی آن بعد از خروج نیروهای شوروی گذاشته است. دولت آمریکا در ابتدا با هدف مبارزه با تروریسم به افغانستان حمله کرد؛ اما در امر دولت سازی و نهادینه کردن ساختارهای سیاسی این کشور نیز نقش مهمی را ایفا کرد. این پژوهش نقش دولت آمریکا در زمان چهار رئیس‌جمهور این کشور، بوش، اوباما، ترامپ و بایدن در تحولات سیاسی افغانستان را بررسی کرده است. دولت آمریکا نقش موثری در تحولات سیاسی افغانستان از تشکیل دولت در کنفرانس بن اول در سال 2001 تا سقوط نظام جمهوریت در سال 2021 داشته است. یافته‌های پژوهش نشان می‌دهد، دولت‌مردان آمریکا هرکدام با توجه به منافع ملی و شرایط نظام بین‌الملل در کنار مسائل داخلی افغانستان، سیاست‌های متفاوتی را در قبال افغانستان در پیش‌گرفته‌اند. از حمله پیشگیرانه و پیش‌دستانه بوش تا گفتگو با طالبان و رویه دیپلماسی در زمان اوباما، سیاست خروج در زمان دونالد ترامپ و خروج قطعی در زمان جوبایدن که منجر به سقوط نظام جمهوری شد. این پژوهش با شیوه توصیفی تحلیلی با جمع‌آوری از منابع مکتوب داخلی و خارجی در کنار سایت‌های معتبر در چارچوب نظری رئالیسم تهاجمی مرشایمر تبیین شده است.

afghanistan is one of the countries where the american had a significant impact on political developments, following the 9/11 attacks by al qaeda after the withdrawal of the soviet forces. the initial goal of the american government was to combat terrorism, but they also played a crucial role in state building and institutionalizing political structures in afghanistan. this research examines the role of the united states during the presidencies of bush, obama, trump, and biden in the political developments of afghanistan. searches have shown that the united states has played a significant role in afghanistan’s political developments, from the formation of the government at the bonn i conference in 2001 to the collapse of the republican system in 2021. the finding of this research demonstrate that american leaders have purposed different policies towards afghanistan, taking into account national interests, the international system, and internal issues within afghanistan. these policies have ranged from bush’s preemptive attack to obama’s diplomatic efforts and trump’s withdrawal policy, ultimately leading to biden’s definitive withdrawal and the downfall of the republican system. this research utilizes a descriptive analytical method, drawing on domestic and foreign written sources and authentic sites, within the theoretical framework of marshaimer’s aggressive realism.
