سیاست خارجی ترکیه در بحران قره‌باغ از منظر قدرت هوشمند

کشورهای قفقاز جنوبی پس از فروپاشی شوروی به استقلال رسیدند. در این میان تشدید اختلافات ارضی بین آذربایجان و ارمنستان باعث به وجود آمدن نزاع‌های سخت بر سر قره‌باغ شده است. هم‌زمان ترکیه نیز باسیاست‌های منطقه‌ای خود درصدد است تا به‌عنوان برادر بزرگ ترک با ترکیب قدرت نرم و سخت یا به عبارتی قدرت هوشمند، در حمایت از آذربایجان نقش برجسته‌ای را ایفا کند. مقاله حاضر به روش توصیفی و تحلیلی به دنبال پاسخ به این پرسش است که در راهبردهای عمده ترکیه بحران قره‌باغ ، از منظر قدرت هوشمند چیست؟ در پاسخ به این سوال، فرضیه مقاله بیانگر آن است که ترکیه با درک اینکه بحران قره‌باغ فرصت مناسبی را برای نفوذ این کشور بعد از یک‌صد سال دوری از این منطقه فراهم می‌سازد تلاش کرد تا با ترکیبی از سیاست‌های سخت شامل تقویت قدرت نظامی آذربایجان از یک‌سو و سیاست‌های نرم شامل تاکید بر هویت قومیتی و نژادی به نفوذ خود در منطقه قفقاز دست یابد. در این راستا، قدرت هوشمند ترکیه سعی داشته تا با کمترین هزینه بیشترین سود را از شرایط بحرانی قره‌باغ به دست آورد ولی درنهایت با در نظر گرفتن تاثیر روسیه در حل بحران و منابع نفوذ، ترکیه نتوانسته است در منطقه قفقاز جنوبی با موفقیت کامل به اهداف سیاست خارجی دست یابد.

south caucasus countries gained independence after the collapse of the soviet union. meanwhile, the aggravation of territorial disputes between azerbaijan and armenia has led to severe conflicts over karabakh. at the same time, turkey, with its regional policies, is trying to play a prominent role in supporting azerbaijan as the turkish big brother by combining soft and hard power, or in other words, smart power. the present article, in a descriptive and analytical way, seeks to answer the question, what is the nagorno-karabakh crisis in turkey’s major strategies from the point of view of intelligent power?in response to this question, the hypothesis of the article states that turkey, realizing that the nagorno-karabakh crisis provides a good opportunity for the influence of this country after a hundred years of being away from this region, tried to use a combination of hard policies including strengthening the military power of azerbaijan on the one hand. and soft policies including emphasis on ethnic and racial identity to gain influence in the caucasus region. in this regard, turkey’s intelligent power has tried to get the most benefit from the crisis situation in karabagh with the least cost, but finally, taking into account the influence of russia in solving the crisis and the sources of influence, turkey has not been able to achieve its goals with complete success in the south caucasus region. achieve foreign policy.
