کارکرد نهاد مالکیت دفاتر اسناد از دیدگاه حاکمیتی و تاثیر آن بر برنامه‌ریزی منطقه‌ای توسعه و کاهش فساد در ایران

توسعه و رشد هر کشور در ماهیت و عملکرد نهادهای حاکمیتی و مالکیتی نهفته است. ثبت مالکیت افراد حقیقی و حقوقی و امن نمودن حقوق مالکیت اشخاص منجر به ایجاد فضای امن اقتصادی و توسعه‌ای و همین‌طور بهبود وضعیت کسب و کارها در سطح منطقه‌ای و بین‌الملل می‌گردد. با برنامه‌ریزی‌های صحیح در ارتقاء میزان سرمایه‌گذاری‌های اشخاص و کاهش فسادهای سیستماتیک و سازمان یافته در فضای اقتصادی کشور میزان درآمدهای نهاد مالکیت و دولت با  افزایش روبرو خواهد گردید و ریسک تجارت و ورشکستگی صاحبان مشاغل به حداقل می‌رسد. بسترهای فساد‌زا از موانع رشد و توسعه هستند که منجر به کاهش عمومی درآمدهای دولت و فرار مالیاتی و هرج و مرج اقتصادی منجر خواهد شد. از این رو نقش و عملکرد صحیح  دفاتر اسناد رسمی و ثبت شرکت‌ها در رفع این‌گونه از موانع توسعه بی تاثیر نیست. سوال این مقاله را این گونه بیان کرد که نهاد دفاتر اسناد رسمی چه کارکردهایی در برنامه ریزی توسعه منطقه ای ایران دارد؟  و در پاسخ این فرضیه مطرح می شود که نهاد دفاتر رسمی در برنامه ریزی توسعه منطقه ای ایران کارکردهای حقوقی، اقتصادی و اجتماعی دارد.  این کارکردها به مثابه خدمات حکومتی یا حکمرانی ملی به شهروندان و تابعین تلقی می شود که کژکارکردهای آن برای توسعه ملی آثار و پیامدهای نامطلوب دارد همان گونه که کارکردهای موثر و سازنده آن در توسعه ملی نقش مطلوبی خواهد داشت. این مقاله بر نقش نهاد دفاتر اسناد رسمی در برنامه ریزی منطقه ای توسعه تمرکز دارد.
