بررسی بازیگری قطر در خلیج فارس با تاکید بر روابط قطر و امریکا

قطر کشوری کوچک اما تاثیر گذار در سطح منطقه خاورمیانه و خلیج فارس است و به بازیگری مهم تبدیل شده است که می تواند در سرنوشت منطقه تاثیر پر رنگی داشته باشد. در عرصه سیاست خارجی و دیپلماسی جدید منطقه، نقش قطر متمایز و متفاوت از دیگر بازیگران منطقه‌ای بوده است . انگیزه‌های قطر برای سیاست خارجی واسطه‌جویانه‌اش عبارتند از: حفظ امنیت و ثبات خود در منطقه‌ای با جغرافیای پر تنش؛ جلوگیری از درگیری و ورود به منازعات با انتخاب یکی از طرفین؛ تمایل به گسترش نفوذ خود به عنوان بازیگر منطقه‌ای به‌خصوص در برابر عربستان سعودی و اهرم نفوذ در جامعه بین‌الملل. در راستای انجام این پژوهش که به شیوه توصیفی – تحلیلی به رشته تحریر در آمده است این سوال مطرح شده است که روابط قطر و امریکا چه تاثیری بر امنیت منطقه خلیج فارس دارد ؟ یافته های تحقیق حاکی از آن است که گرایش قطر به سمت امریکا نشات گرفته از احساس ناامنی این کشور است و امریکا به نوعی حامی قطر در منطقه می باشد . نقشی که قطر در معادلات سیاسی دارد نشان دهنده آن است که دیگر منابع سنتی قدرت یعنی سرزمین، جمعیت و توان نظامی تنها اشکال قدرت نیستند و منابع جدیدی چون رسانه، هنجارها و تبدیل شدن به یک برند می تواند خود منبعی برای قدرت باشد.

Reviewing Qatar’s role in the Persian Gulf with an Emphasis on QatarUS relations

Qatar is a modest but influential country in the Middle East that has evolved into a remarkable determinant that could leave crucial impacts upon the region’s fate. Qatar’s role has been distinguished from other regional actors in terms of foreign policy and new diplomacy in the region. Qatar’s motives for adopting a mediating foreign policy are defined as maintaining its security and stability in areas with tense geography, contending and evading conflict by declaring for one of the parties, ambition to extend its influence as a regional determinant, particularly against Saudi Arabia, and as a bargaining chip in the international community. The question, “what is the impact of QatarUS relations on the security of the Persian Gulf region?” has been raised to conduct this study, composed in a descriptiveanalytical manner. Accordingly, the results of the study designate that Qatar’s leaning towards the United States arises from its sense of insecurity and the fact that the United States acts as an advocate for Qatar in the region. Furthermore, Qatar’s role in the political equation signifies that other conventional sources of power that include land, population, and military might, are not the sole forms of power, and novel sources such as the media, norms, and cultivating a brand can similarly serve as sources of power.
