نقش کنگره در ساختار تصمیم گیری آمریکا در قبال برجام (2021 - 2009)

طبق قانون اساسی آمریکا، کنگره در کنار دولت در مجموعه ساختار نهادی این کشور نقش اساسی در فرایند تصمیم گیری، تدوین و چگونگی نظارت بر پیاده سازی و اجرای سیاست خارجی و امنیت ملی آمریکا بر عهده دارد. فهم دقیق کارکرد این نهاد تقنینی را می‌توان در بستر مفاهیمی همچون شناخت بنیادها و بنیان‌های درونی آمریکا، انگاره‌ها و باورهای حاکم بر این بنیادها، شناخت روندها و دینامیسم سیاسی داخلی در کنگره و ساختار سیاسی و نهایتاً در پیوند میان سیاست داخلی و خارجی این کشور دنبال کرد. مفاهیمی که خود در بستر تحول و دگرگونی در حال معنا شدن هستند. مقاله حاضر به دنبال یافتن پاسخ این سئوال است که بین سال‌های 2009 تا 2021، نهاد کنگره در سایه شکاف دو حزبی چه رفتارهای همگون یا متمایزی نسبت به خود و دولت در قبال ایران و برجام در پیش گرفته بود. براساس یافته‌های این تحقیق، نقش عمومی کنگره در قبال ایران و برجام در دوره اوباما همواره نقشی محدودکننده و بازدارنده در حوزه پیشبرد دیپلماسی و تعامل با ایران و بعضاً اخلال‌گرایانه در مسیر اجرای موثر برجام و در دوره ترامپ نیز همراهی با دولت در خصوص خروج از برجام و تعدیل کننده در برنامه های توسل به زور دولت ارزیابی شده است. شدت و ضعف این نقش تا حد بالایی تابع خط مشی حزبی و کیفیت سیاست ایرانی در دولت بوده است. در اجرای تحقیق از روش تحلیلی استفاده شده و تجزیه و تحلیل این داده‌ها غالباً به شکل کیفی، محتوایی و مقایسه‌ای بوده است.

The Role of Congress in U.S DecisionMaking Structure toward JCPOA (20092021)

Under the US Constitution, Congress, along with the government, plays a key role in the decisionmaking process, formulation, and oversight of the implementation of US foreign policy and national security. An accurate understanding of the function of this legislative body can be found in the context of concepts such as recognizing the foundations and internal structure of the United States, the ideas and beliefs that govern these foundations, recognizing domestic political trends and dynamism in Congress and political establishment, and finally the link between domestic and foreign policy. The Concepts that are becoming meaningful in the context of change and transformation. The present article seeks to find the answer to the question of what identical or distinct attitudes towards itself and the government regarding Iran and JCPOA between 2009 and 2021, in the shadow of the bipartisan divide. According to the findings of this study, the general role of Congress towards Iran and JCPOA in the Obama era has been a restrictive and deterrent role in promoting diplomacy and interaction with Iran and sometimes disruptive in the effective implementation of JCPOA and in the Trump era has been in line with the government. The strength and weakness of this role has been largely dependent on the party policy and the quality of Iranian politics of the two governments. In conducting research, descriptiveanalytical method is used and the analysis of this data is often qualitative, content and comparative.
