تبیین نظری و عملی چشم انداز روسیه از نظم بین‌المللی در دوره پوتین

در سال‌های اخیر، روسیه به یکی از منتقدین جدی و اصلی نظم بین‌المللی تبدیل شده است؛ چرا که اعتقاد دارد این نظم، اهداف هژمونیک آمریکا را محقق می‌سازد. این نوشتار قصد دارد با روش توصیفی–تحلیلی، ضمن تحلیل نگرش و بینش روسیه نسبت به نظم جهانی، فرمول و مدل بدیل آن برای نظم جهانی آینده را نیز تبیین نماید. بر اساس این، این پرسش را مطرح می‌سازد که چشم‌انداز روسیه از نظم بین‌المللی چیست و پوتین مدل بدیل خود از نظم را از بعد ساختار، شیوه حکمرانی و شکل مشروعیت‌یابی، چگونه تعریف و می‌خواهد عملیاتی ‌کند؟. در پاسخ می‌توان اذعان داشت که در سطح جهانی، روسیه ساختاری مبتنی بر نظام بین‌الملل چند قطبی و چند مرکزی و در سطح منطقه‌ای، نظم تک قطبی و هژمونیک با محوریت قدرت بزرگ را می‌خواهد. اصول حاکم بر نظم و نوع روابط میان قدرت‌های بزرگ را نیز بر مبنای اصولی چون رقابت، همزیستی و توازن و شیوه حکمرانی را بر اساس چند جانبه‌گرایی و مکانیسم آن را نیز مبتنی بر کنسرت قوا و نقش محوری سازمان ملل متحد در تنظیم روابط بین‌الملل، تعریف می‌کنند. علاوه بر این، از منظر روسیه، رفتار قدرت‌های بزرگ در صورتی مشروع است که اصول وستفالیایی حاکمیت، عدم دخالت در امور داخلی یکدیگر و منع توسل به زور مگر با مجوز سازمان ملل، رعایت شود. این ابعاد هم در عرصه نظری و هم عملی توسط اندیشمندان و مقامات روس در نظام بین‎الملل و در سطح منطقه‌ای تئوریزه و عملیاتی شده است؛ البته با تناقضاتی نیز همراه است.
