گسترش همکاری های فرامنطقه ای اسرائیل با قدرت های نوظهور در دهه دوم قرن بیست و یکم

سیاست خارجی اسراییل تحت تاثیر نحوه شکل‌گیری این رژیم، تلاش آن برای بقا و جبران خلاهای ناشی از فقدان روابط منطقه‌ای متوازن و معمول به‌ویژه با همسایگان مهم‌ترین حوزه سیاست‌گذاری این کشور از بدو شکل‌گیری تاکنون بوده است. بر همین مبنا نیز یکی از ویژگی‌های مهم سیاست خارجی اسرائیل در سده جدید تلاش برای توسعه روابط با قدرتهای نوظهور ازجمله اعضای گروه بریکس بوده است. پژوهش حاضر، ضمن توصیف و تبیین ابعاد مختلف روابط اسرائیل با قدرت‌های نوظهور و توضیح سیاست خارجی فرا منطقه‌ای اسرائیل در چارچوب روابط آن با این دسته از قدرت‌ها به این پرسش پاسخ می‌دهد که چرا بعد از سال 2010 نقش قدرت‌های نوظهور در سیاست خارجی فرا منطقه‌ای اسرائیل رو به افزایش بوده است؟ در قالب فرضیه و با بهره‌گیری از روش توصیفیتبیینی این اعتقاد وجود دارد که افزایش نقش قدرت‌های نوظهور در سیاست خارجی فرامنطقه‌ای اسرائیل متاثر از مجموعه‌ای از عوامل در سطوح گوناگون داخلی، منطقه‌ای و بین‌المللی است. یافته‌های این پژوهش نشان می‌دهد که در سطح داخلی عواملی مانند اهمیت رشد و توسعه اقتصادی به‌عنوان منبع نوین امنیت و ذهنیت تاریخی رهبران اسرائیل مبنی بر لزوم کسب حمایت قدرت‌ها؛ در سطح منطقه‌ای مولفه‌هایی همچون معمای انزوای محیطی در خاورمیانه و ناکارآمدی دکترین پیرامونی و درنهایت در سطح جهانی، اهمیت نقش و جایگاه قدرت‌های نوظهور در نظام بین‌الملل از یک‌سو و نا اطمینانی تل‌آویو از حمایت قدرت‌های غربی در اتخاذ این رویکرد در سیاست خارجی اسرائیل موثر بوده است.

Emerging Powers and Israel’s Trans-Regional Foreign Policy

The most important feature of Israel foreign policy is an attempt to survive, ensure national security and compensation for deficiencies due to the lack balanced and normal regional relations, especially with the neighbours. An Important Feature of Israeli Foreign Policy in the new century has been the attempt to develop relations with emerging powers, including members of the BRICS. The present study, while describing and explaining the various dimensions of Israel’s relations with the emerging powers in the political, military and economic fields and explaining Israel’s transregional foreign policy in the framework of its relations with the emerging powers, answers the question why the role of emerging powers in Israel’s transregional foreign policy has been increasing since 2010? This Study with using a descriptiveexplanatory method, seeks to examine the hypothesis that the growing role of emerging powers in Israel’s foreign policy is affected by a set of factors at the internal, regional and international levels. The findings of this study show that at the domestic level, factors such as the importance of growth and economic development and historical mentality of Israeli leaders to gain support of powers; at the regional level, factors such as The dilemma of regional isolation in the Middle East and the inefficiency of periphery doctrine; at global level factors such as the importance of the role emerging powers in the international system and Tel Aviv’s uncertainty about the support of western powers, has been effective in adopting this approach in Israeli foreign policy.
