شورای مردم‌نهاد صلح و امنیت بین‌المللی، رویکردی سیستمی و استراتژیک به حل‌وفصل بحران‌های هژمون ساخت عرصه بین‌الملل

اختلاف‌ها در عرصه ملی امری اجتناب‌ناپذیر هستند؛ اما ناکارآمدی روش‌های رایج حل‌وفصل اختلاف‌ها در سطح ملی و نیز عدم موفقیت مداخله‌های بین‌المللی، سرایت آن‌ها را به عرصه بین‌الملل به دنبال دارد؛ با عبور اختلاف‌ها از مرز تعارض و ورود به محدوده بحرانی، کنش‌های کنشگران جامعه بین‌الملل از تعادل خارج‌شده و درنتیجه، صلح و امینت در عرصه بین‌الملل به چالش کشیده می‌شود. نوشتار پیش رو، تلاش می کند تا به این پرسش پاسخ دهد که چگونه می توان در وضعیتی که رویکردهای هژمون گرایانه در عرصه بین الملل تشدید بحران ها را موجب می شوند، از سرایت اختلاف های ملی به عرصه بین الملل و ایجاد تعارض و بحران در سازمان جامعه بین المللی ممانعت به عمل آورد؟ در این پژوهش، با روشی کاربردی و از طریق مطالعه اسنادی و کتابخانه ای، ضمن بررسی روش‌های رایج حل‌وفصل اختلاف‌های بین‌المللی، مدل استراتژیکی پیشنهاد می شود تا از رهگذر آن، بتوان تحقق صلح و امنیت بین‌المللی را در عرصه جهانی تجربه کرد. در واقع، نظر به ناکارآمدی روش های رایج حل و فصل اختلاف ها در عرصه بین الملل، نوشتار پیش رو، پیشنهاد تشکیل «شورای مردم‌نهاد صلح و امنیت بین‌المللی» را ارائه می‌نماید؛ پیشنهادی که به منظور تحقق عرف فطری موجدِ صلح و مبتنی بر رویکردی جامع، سیستمی و استراتژیک ارائه می‌شود. پیشنهادی که به آینده تعلق دارد...

Suggestion for the future; the Non-Government’s Council of International Peace and Security is a systematic and strategic approach to resolving the hegemonic crises of the international arena

Disagreements in the national arena are inevitable; but the inefficiency of the common methods of resolving disagreements at the national level, Also the failure of international interventions, leads to their spillover to the international arena; by the crossing of disagreements from the border of conflict relationships and entering the crisis range, the actions of the actors of the international community are out of balance, due to, international peace and security are being challenged.
