تدوین سناریوهای آینده صلح و امنیت نظام بین‌الملل معاصر با تاکید بر مولفه‌های امنیت جامع

پژوهش حاضر درصدد تدوین سناریوهای آینده صلح و امنیت نظام بین‌الملل معاصر با تاکید بر مولفه‌های امنیت جامع است. از ‌این منظر پس از بسط فضای مفهومی‌‌موضوع، ضمن بررسی مولفه‌های موثر بر امنیت از جمله سه مولفه اقتصاد، محیط زیست و حقوق بشر، بر اساس روش سناریو نویسی سناریوهای محتمل آینده امنیت بین‌الملل را مشخص خواهد نمود. یافته‌های تحقیق حکایت از آن دارند که اولاً؛ امنیت جامع، رهیافتی است که در آن به مقوله امنیت، صرفاً از نگاه سیاسی و نظامی ‌نگریسته نمی‌شود، بلکه مولفه‌های درهم تنیده‌ای همچون حقوق بشر، اقتصاد جهانی و محیط زیست را در خود جای داده است، ثانیاً؛ مقوله امنیت در نظام بین‌الملل معاصر علیرغم تلاش‌های صورت گرفته برای تحقق جامعیت آن، هنوز عمدتاً نظامی‌ و سیاسی‌محور است. این موضوع سبب شده تا امنیت در اشکال سیاسی و نظامی‌ نتواند صلح و ثبات را در نظام بین‌الملل محقق کند، بلکه مولفه‌های امنیت جامع همچون حقوق بشر، اقتصاد جهانی و محیط زیست است که می‌تواند تامین‌بخش صلح و امنیت برای آینده نظام بین‌الملل معاصر باشد. این مقاله به این نتیجه رسیده است که با توجه به رشد فزاینده بحران‌های زیست محیطی در سطح جهان، سناریوهای مرتبط با محیط زیست در امنیت آیندهِ نظامِ بین‌الملل معاصر محتمل و مرجح است و لذا بحران‌های محیط زیستی تاثیر به مراتب بیشتری بهنسبت اقتصاد و حقوق بشر برامنیت بین‌المللی خواهد داشت.

Formulating the scenarios of the future of peace and security of contemporary international system, with laying emphasis on components of the comprehensive security

Editing the future scenarios of peace and security of contemporary national council emphasizes on the comprehensive security. From this perspective, after expansion of the conceptual space of the subjective, while studying the components, effective on security such as 3 components of economic, environment and Human right, based on method of scenario writing will determine the next probability scenarios of international scenarios. The findings of the research indicates that firstly, the comprehensive security is a approach in which security category has not been considered from view of politically and military, but is including the intertwined components such as human rights, global economic and environment , secondly, the security category in contemporary international council, still is usually military Political oriented , despite the efforts, performed for achievement of its comprehensiveness. This subject has caused to security in political and military forms can’t create peace and stability in an international council, but the comprehensive security components such as human rights, global economic and environment are that can supply the part of peace and security for future of the contemporary international council. This article indicates that with consideration to increasing growth of environmental crises throughout the world , the scenarios , related to environment is probable and preferred in the future security of contemporary international council, so the environmental critics are more effective on international security proportional to economic and human rights.
