نقش دیپلماسی مسیر دوم در مناسبات ایران و آمریکا: مطالعه موردی دیپلماسی ورزشی(2019-1998)

امروزه، کاربرد قدرت نرم و بومی‌سازی آن در تحولات نظام اقتصادی سیاسی جهانی ضرورتی انکارناپذیر است که آن را در سه بعد فرهنگی، اقتصادی و سیاسی می‌توان مورد بررسی قرار داد. یکی از متغیرهای فرعی در بخش فرهنگی، ورزش می‌باشد. همچنین با تغییر شکل منازعات بعد از جنگ سرد، دیپلماسی مسیر اول‌که روشی برای حل منازعات بر سر منافع و قدرت است به تنهایی قادر به حل منازعات نبود. از این رو روش‌های دیگری از جمله دیپلماسی مسیر دوم با هدف رفع ابعاد ریشه‌ای منازعه به کمک دیپلماسی رسمی آمده و نقش مکمل را ایفا نمود. این تکنیک که توسط افراد غیررسمی و در محیط‌های غیررسمی صورت می‌گیرد یکی از گام‌های موثر در راستای فراهم‌آوردن زمینه صلح در سطوح رسمی است و یکی از گونه‌های دیپلماسی مسیر دوم، دیپلماسی ورزشی است. این پژوهش‌که به روش کیفی و با استفاده از شیوه تئوری داده بنیان انجام گرفته، به دنبال پاسخ به این سئوال است‌که نقش دیپلماسی مسیر دوم در مناسبات ایران و آمریکا، در حیطه دیپلماسی ورزشی چیست؟ ابزار تحقیق مصاحبه بوده و جامعه آماری مدیران ورزشی می‌باشند. نتایج تحقیق نشان داد که چهار ردیف گسترده شامل توسعه چندجانبه،‌ همبستگی، مدیریت ارتباطات و پرستیژ بین المللی با زیرطبقه‌های خود به عنوان مولفه‌های اصلی دیپلماسی مسیر دوم در مناسبات ایران و آمریکا موثرترند، و دیپلماسی مسیر دوم، بخصوص دیپلماسی ورزشی می‌تواند اثرگذاری به مراتب بیشتری در شرایط بحرانی داشته باشد؛ جایی‌که دیپلماسی رسمی قادر به حل منازعات منافع و قدرت نمی‌باشد.

The Role of Second Way Diplomacy in Iran-US Relations: A Case Study of Sports Diplomacy (1998-2019)

Today, the use of soft power and its localization in the evolution of the global economicpolitical system is an undeniable necessity that can be examined in three dimensions: cultural, economic and political. One of the subvariables in the cultural sector is sports. Also, with the transformation of postCold War conflicts, firstline diplomacy, which is a way of resolving conflicts over interests and power, could not resolve conflicts alone. Hence, other methods, such as secondline diplomacy, came to the aid of formal diplomacy with the aim of removing the roots of the conflict and played a complementary role. This technique, which is performed by informal individuals and in informal settings, is one of the most effective steps towards providing peace at the formal level, and one of the second types of diplomacy is sports diplomacy. This qualitative research using databased theory method seeks to answer the question that what is the role of secondline diplomacy in IranUS relations in the field of sports diplomacy? The research tools are interviews and the statistical population is sports managers. The results showed that four broad lines including multilateral development, solidarity, communication management and international prestige with their subcategories as the main components of secondline diplomacy are more effective in IranUS relations, and secondline diplomacy, especially sports diplomacy. Can be much more effective in critical situations; Where formal diplomacy is unable to resolve conflicts of interest and power.
