نظریه‌پردازی تجربی در روابط بین‌الملل

آنچه درعلوم اجتماعی، به طور عام، و در رشتۀ روابط بین‌الملل، به طور خاص، بسیار مورد توجه بوده نظریه است اما فرایند ساختن یا شکل‌گیری این نظریه، یعنی نظریه‌پردازی، مورد غفلت دانشمندان این حوزه بوده است. در رابطه با نظریه‌پردازی و آغاز آن بین دانشمندان علوم اجتماعی اختلاف نظر وجود دارد، در حالی‌که چشم‌انداز گرایان آغاز علم و نظریه‌پردازی را نظریه تصور می‌کنند، تجربه‌گرایان نظریه را مسبوق بر مشاهده می‌دانند. نظریه‌پردازی تجربی فرایندی است که از مشاهده آغاز شده و به نظریه ختم می‌شود و در این فرایند مراحل مختلفی وجود دارد که به طور کلی دو مرحلۀ زمینۀ اکتشاف و زمینۀ داوری را در بر می‌گیرد. نظریۀ تجربی در صدد تبیین رابطۀ اجزاء واقعیت مورد مطالعه و تبیین چرایی عمل‌کرد قانون یا قوانین مبین واقعیت است. همچنین نظریه از قدرت پیش‌بینی‌کنندگی برخوردار است که با توسل به قیاس ممکن می‌شود. در نهایت می‌توان از تبیین و پیش‌بینی نیز فراتر رفته و بر مبنای نظریۀ موجود به سناریونویسی و تجویز راهبردهای مقتضی پرداخت. در این راستا، هدف پژوهش حاضر این است تا با استفاده از روش توصیفی و تحلیلی، فرایند پیشرفت نظریه‌پردازی، و به تبع، علم را از مشاهده تا تجویز توصیف و تبیین کند.

Experimental Theory in International Relations

In the social sciences, in general, and in the field of international relations, in particular, much attention was paid to theory, but the process of constructing or developing this theory, namely the theory, has been neglected by scientists in this field. There is a controversy about the theory and the beginning of it between social scientists, while viewers think of the beginning of science and theory as the theory, the empiricists view the theory as observable. Empirical theory is a process that begins with observation and ends with theory, and in this process there are various stages that generally involve two stages of the ground of exploration and the field of arbitration. The empirical theory seeks to explain the relationship between the elements of reality studied and the explanation of why the law acts or the laws of reality. Also, the theory has predictive power that can be used by analogy. Finally, explanation and prediction can be further extended and, based on existing theory, into scenario planning and appropriate strategies. In this regard, the purpose of the present research is to describe and explain the science of the development of the theory, and consequently, from observation to prescribing, using the descriptive and analytical method.
