اعتبارسنجی کارآمدی رویکرد اعتدالی در سیاست خارجی ایران و راهبردهای منطقه‌ای دولت دوازدهم

رویکرد اعتدال به عنوان یک رویکرد سیاسی می‌تواند از تمامی گرایش‌های موافق و مخالف برای رسیدن به اهدافش کمک بگیرد. با این تفسیر، اعتدال در سیاست خارجی مفهمومی در تقابل با تندروی و حتی اصلاح‌طلبی به مفهوم تجدیدنظرطلبی و تحول‌خواهی تلقی می‌شود و شاید بتوان آن را نوعی محافظه‌کاری دانست. براین اساس، دولت دوازدهم که بر اعتدال در تمامی حوزه‌ها در استمرار دولت یازدهم اصرار داشته است، کمتر توانسته این رویکرد را در سیاست خارجی و روابط منطقه‌ای خود پیاده و بهره‌برداری کند. براین اساس، مقاله حاضر با استفاده از روش تحقیق توصیفیتحلیلی، این پرسش اساسی را مطرح کرده است که کارآمدی مفهوم اعتدال در سیاست خارجی و روابط منطقه‌ای دولت دوازدهم چگونه ارزیابی می‌شود؟ درپاسخ به این پرسش و در مقام صورت‌بندی فرضیه، مقاله تحلیل و تبیین کرده است که مفهوم اعتدال، بیش از اینکه به لحاظ عملی در دولت دوازدهم و سیاست خارجی آن نمود داشته باشد، انتزاعی و غیرعملی و از همین رو، ناکارآمد بوده است. یافته‌های مقاله بیانگر آن است که با افول و بی‌رمق شدن رویکرد اعتدالی دولت دوازدهم، روند سیاست خارجی و راهبرد منطقه‌ای ایران مجدداً به تنگنای امنیتی مبتلا شد و به وضعیت تنش با قدرت‌های جهانی و منطقه‌ای بازگشته است. تنش‌های ناشی از بن‌بست برجام، تداوم درگیری در بحران سوریه و سایر معضله‌های منطقه‌ای ازجمله تنش‌ با کشورهایی چون عربستان و ابهام راهبردی در ارتباط با قدرت‌ها از جمله اروپایی‌ها و بازگشت به مخاصمه مستقیم و پرشدت با آمریکا از شاخص‌ترین نشانه‌های آن می‌باشد.

Effectiveness of Moderate Approaches to Iranian Foreign Policy and Regional Strategies of the Twelfth Government

The approach of moderation as a political approach can help all the supporters and opponents of achieving its goals. Moderation in conceptual foreign policy as opposed to extremism and even reformism is seen as a concept of revisionism and evolutionism, and may be regarded as a kind of conservatism. The Twelfth Government, which insisted on moderation in all areas in the continuity of the Eleventh Government, has been less able to implement and exploit this approach in its foreign policy and regional relations. Accordingly, this paper, using a descriptiveanalytical research method, has raised the fundamental question, &How is the effectiveness of the concept of moderation in foreign policy and regional relations of the Twelfth State assessed?& In response to this question and as a formulation of the hypothesis, the paper has analyzed and explained that &the concept of moderation was more abstract and impractical than practical in its twelfth government and its foreign policy, and therefore ineffective&. . The findings of the article indicate that with the decline of the twelfth government’s moderate approach, the foreign policy process and regional strategy of Iran have again become a security bottleneck and have returned to tensions with world and regional powers. Tensions stemming from the JCPOA deadlock, continued conflict in the Syrian crisis and other regional problems, including tensions with countries such as Saudi Arabia and strategic ambiguity over powers such as the Europeans and the return to direct and intense hostilities with the United States are the most significant signs.
