بحران کم آبی و گسست در امنیت ملی

پس از پایان جنگ سرد و پس از فروپاشی اتحاد جماهیر شوروی یک مساله بر همگان روشن شد و آن اینکه امنیت، تنها در بعد نظامی خلاصه نمی‌شود. در اینجا اندیش‌مندان به باز تعریفی از امنیت و ابعاد آن پرداختند. یکی از ابعاد امنیت در شکل جدید، مربوط به مباحث زیست‌محیطی است. محیط‌‌زیست دارای شاخهها و ابعاد گوناگونی است. شامل: خاک، جنگل، هوا و غیره. از جمله این ابعاد که به‌عنوان مشکل نوین بشریت و زمینه‌ساز جنگ‌های آینده از آن نام برده می‌شود، منابع آب است. آب و منابع آبی را می‌توان مهم‌ترین عامل در شکل‌گیری جوامع بشری و بقای آن‌ها دانست، حال مساله اساسی آن است که در زمان حاضر، با توجه به افزایش سریع جمعیت و نیازهای این جمعیت به منابع آب شیرین، رشد کشاورزی برای تامین نیازهای این جمعیت، پدیده شهرنشینی و همچنین مدیریت ناصحیح  منابع آب، به ما متذکر می‌شود که باید سعی در ارائه الگویی مناسب در جهت حفظ این  ماده حیاتی برای زندگی بهینه نسل کنونی و امانت‌داری از آن به‌منظور واگذاری به نسل‌های بعد داشته باشیم. بحران آب در جهان امروز به هر دلیلی که باشد، یک ویژگی دارد و آن اینکه آب صرفاً یک کالای اقتصادی برای رفع نیازهای روزمره نیست و می­تواند شکل امنیتی به خود بگیرد، موجبات تاثیر بر جوامع را فراهم گردانیده، در سطح منطقه بروز آشوب و در نهایت جنگ را در پی داشته و در سطح جهانی هم موجبات مرگ انسان‌های بسیاری را فراهم آورد
